Job Summary
Subject Matter Expert (SME) will support a Roles and Missions workstream to review existing client organizations.

The SME will operate as part of a diverse Team of highly trained professionals located in Abu Dhabi, UAE and coordinate with a remote pool of functional experts as required.

This position requires experience defining border security planning assumptions and developing capabilities development plans to achieve the organization's target mandate and missions.

Areas of focus for capability development include multi-layered border defense strategies to deter, detect, and prevent threats, identifying enduring border security mission priorities, migrant protection protocols, developing border security metrics, border security infrastructure, promoting lawful entry and exit, and counter drug, weapons and contraband controls.

SME must have experience in developing capability development plans, including defining core mission areas and defining core competencies to enable these capabilities.

Experience assessing the existing organizational design, identifying capability gaps, and formulating solutions is desired.

The SME must have a clear understanding of strategies for deterring, detecting, and preventing border threats and supporting roles, responsibilities and organizations, and how those concepts and capabilities can be scaled and adapted to support establishing the desired client capabilities.


Essential Functions

  • Coordinate, as required, with the remote pool of functional SMEs for specialist ondemand support
  • Provide appropriate recommendations to the Project Manager to support ontime development of required client organizational capabilities
  • Identify and document Lessons learned throughout development of required organizational capabilities
  • Exhibit culturally appropriate interpersonal and negotiation skills

Required Qualifications

  • GS14/15 Supervisory Border Patrol Officer with extensive operational and planning experience or equivalent experience in Jordan, France, UK, or Australia
  • Excellent written and verbal communication skills
  • Demonstrated ability to work with mínimal oversight in a variety of roles
  • Demonstrated management and planning skills
  • Advanced Microsoft Office Suite Skills (emphasis in Microsoft Word and PowerPoint)
  • Possess active Secret or higher security clearance or have the ability to obtain an interim clearance
  • Possess a valid National Passport (with more than 6 months to expiration)

Education and/or Experience:


  • Master's Degree in Homeland Security, Criminal Justice and Criminology, Law Enforcement, or a related field
  • Ten or more years' managing, directing, and coordinating activities aimed at preventing the illegal entry of undocumented noncitizens across national borders by land, water, or air
  • Experience identifying operational challenges and devising solutions to ensure compliance with border enforcement and operational practices
  • Experience enforcing the criminal provisions of the Immigration and Nationality laws
  • Served in multiple supervisory Customs and Border Protection roles within the last five years
  • Ability to prepare and conduct executive level briefings on a wide variety of topics
  • Work history along the Southern U.S. border or equivalent experience is desired
