Description
This position is located in the United Nations Disengagement Observer Force (UNDOF), in Camp Ziouani, Golan Heights, Occupied Syria. The incumbent will report to the Chief of Section, Operations, Resource, Management, (CORM).


Responsibilities:

Within delegated authority, the Administrative Officer will be responsible for the following duties:
Human Resource Management

Effectively coordinates actions relative to the administration of human resource activities, e.g., recruitment, placement, promotion, performance appraisal, job classification reviews, and separation of staff members.

Coordinate travel-related issues and complete UMOJA-related travel transactions in relation to travel.
Defines conditions of service, duties, responsibilities, and privileges and entitlements under the Staff Rules and Regulations.

Budget and Finance

Takes the lead in preparing and implementing the work programme, ensuring that financial resources are utilized to implement activities per the Programme Budget and allotments issued.

Defines requirements and works with systems units with respect to improving budget reporting systems and cost-effective utilization of program resources.

Supervises and/or provides guidance on financial administration and management information issues and practices to colleagues.
Provides guidance and leadership to more junior staff.

Camp Management

Management of camp facilities, to include, Accommodation, Rest and Recuperation facilities, and Welfare facilities in support of deployed troops; Supervision of camp utilities, power, water, and wastewater treatment; Manage and monitor Solar Panel and Wastewater treatment plants; Support and provide reports on environmental projects within the camps.

Contract Management

Oversee the contract administration of contracts installed to support Mission operations, such as Pest control, Waste Management, Travel contracts, and Refurbishment contracts; Work closely with Procurement to ensure contracts are implemented and meet performance requirements.

General Administration
Work closely with local government organizations, such as, the Ministry of Foreign Affairs, Local government councils, Border control offices; Oversees work related to Procurement, billing and receipt of income from various services, operational travel programme, procurement monitoring and evaluation of vendor contracts/payment to vendors and individual contractors for services; Reviews adequacy of departmental space requirements; Operate Petty Cash account; Develop Unit Work Plan
Liaise with Service sections to ensure support is maintained; Performs other related work as required.

Education
High school diploma or equivalent is required.

Work Experience


A minimum of two (2) years of experience in contract administration related to services to support mission operation, is desirable.

A minimum of three (2) years of experience in procurement processes is desirable


A minimum of two (2) years of experience in providing reports on environmental and power, water management projects, is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English is required.

Note:
"Fluency" equals a rating of 'fluent' in all four areas (speak, read, write, and understand) and "Knowledge of" equals a rating of 'confident' in two of the four areas.
