T he RA administers the Abu Dhabi Global Market's (ADGM) commercial legislation.
The Manager will head up the Policy team and will work alongside other members of the Policy team in identifying and implementing policy initiatives relevant to the development of the wider commercial framework of ADGM, working alongside members of the Legal team and other operational units within ADGM to achieve those objectives, specifically in the areas of:

  • Companies Regulations
  • Licensing and permits
  • Real property and infrastructure
  • Employment and consumer protection


This will require the identification of relevant new policy initiatives needed for the effective ongoing regulation of commercial services in ADGM, alongside the maintenance of existing policies as enacted through the Commercial Framework of ADGM, collaborating with members of the Legal team and other operational units within ADGM as necessary.


  • Develop high quality policy advice in order to achieve the overarching objectives of the RA and ADGM more widely
  • Develop policies in connection with large legislative projects, from the development of initial benchmarking, to policy development, public consultation and Board papers
  • Manage the development and ongoing review of the policies for the RA, including periodical review of existing policies and related amendments
  • Respond to policy queries from internal stakeholders and market participants, in conjunction with the Legal team as appropriate
  • Identify, recommend and present policy development options for consideration by the Chief Executive Officer of the RA and its decisionmaking bodies, ensuring they are underpinned by robust analysis and evidence
  • Consider and identify how the commercial regulatory framework in ADGM of the RA might be enhanced, including in the light of national, regional and international developments, and drawing upon relevant experiences of other, peer jurisdictions
  • Manage public consultations arising from proposed legislative changes
  • Lead multidisciplinary project teams working on policy initiatives across both the RA and, where necessary, ADGM as a whole
  • Where required, manage relationships with external stakeholders, including international regulators and market participants
  • Where appropriate participate in international forums with other regulatory bodies to consider policy matters relating to financial services and in particular financial services regulation
Information Security related

  • Understand, adopt, adhere and practice responsibilities or controls as per the ADGM Information Security policy and best practices explained in the induction and awareness sessions
  • Confidentiality, integrity and availability of ADGM information shall be maintained at all times i.e. within as well as outside ADGM
Education

  • A Bachelor's Degree or equivalent qualification
Experience

  • A minimum of 810 years of experience in working with or for a financial services regulator, supranational regulatory body or equivalent government body
  • Excellent knowledge, skills and experience in policy matters
  • Excellent interpersonal and presentation skills, along with the ability to build relationships and effectively communicate with others at all levels of the RA and other ADGM authorities, both orally and in writing
  • Fluency in business English, including the ability to summarise and present complex issues to audiences unfamiliar with them for their consideration and decision
  • Ability to exercise judgement on the relative importance of competing issues, as part of a multidisciplinary team including policy specialists, lawyers, regulators
  • Ability to work independently with little or no supervision, including taking the initiative where appropriate
Desirable

  • General broad experience in commercial policy making
