About Husni Qalalwa:
Husni is a Native Arab that has managed mega strategic projects for Ras Al Khaimah Government and other companies and cumulate 14 years of experience in strategic analysis and implementation of end-to-end IT Solutions across a multitude of other industries including; Healthcare, Education, Banking, Telecommunications within multiple cultures and countries.
Established and managed relationships with senior portfolios in the UAE including the Executive Council of Ras Al Khaimah Government, Private Department, Ras Al Khaimah Ruler’s office, and held the responsibility of preparing the IT budgets, and short term and long term IT demand needs of several government departments of the Emirate of Ras Al Khaimah.

Remote Forensics Evidence Project:
A flagship project with over 75 direct stakeholders, and 2 years duration. First of its kind with an award of AED 250K for its successful implementation. This project consisted of the complete Digital Transformation from paper and manual to full Automation and paperless, the implementation of remote mobile device collections capability, a remote collection of digital images for the Forensics Laboratory of the Government of Ras Al Khaimah (UAE), integration with the General Head Quarter Police, Security and Judicial Agencies in the Emirate and MOI (Ministry of Interior) Unified Criminal System for information synchronization through one system. The project includes full infrastructure (network, hardware and instruments integration).
Project responsibilities:
Led project from charter, requirements capture, through solution design/architecture, detailed design, and into development and implementation following SDLC processes, designed and enhanced the workflow of the lab.
- Prepared and analyzed financial plans, monitored variance, identified trends, summarized data, and recommended actions that aligned with overall project health & strategy.
- Managed relationships with several vendors and stakeholders for system components, managed budgets and change requests (CR), capital requests, release management process, scheduling, and human resources including; management of engineers, Forensic teams, developers, operations, as well as the continuous review and improvement of related software, hardware, processes procedures, and testing.
MS Dynamics 365 Project:
The first Government in the MENA to migrate to Azure Cloud, replacing the legacy systems and adapt the integrate Microsoft D365 Finance & Operation over the cloud.
Eradicated the obsolete legacy system, and achieved true modernization, a collaborative workplace that boosted productivity with a turnaround time reduction of 70% by having a full workplace that got integrated with technology.
This solution consisted of different integrated modules over the cloud; Finance, HR, CRM, Procurement, Customized licensing system, Mobile App that facilitated the inspectors’ operations in cloud, in addition to other MS suite (Teams, Exchange, etc.).
Project Responsibilities:
- Planned, developed, and implemented detailed phases of pre-migration, migration, and post-migrations.
- Directed the Performance testing of application systems before migrations and after migrations to confirm impacts.
- Held accountability for financial budgets, procurement, contracts, and vendor management and worked with cross-functional teams for delivery & operations, resolved employee conflicts, and improved stakeholder relationships.
- Offered training/coaching on the full utilization of the Microsoft suite of technology by the entire departments/ stakeholders of the Ras Al Khaimah Transport Authority including the Financial, HR, & Procurement.
Big Data (KPI System) Project:
Sheikh Saqr Program for Government Excellence, a project to set up a business intelligence Data platform able to calculate and display via IBM Planning Analytics tool, different KPIs that define and rate the Performances for all government and semi-government departments of Ras Al Khaimah Emirates, illustrating overview and analysis of Emirates performance with grand Dashboard for His Highness, The Crown Prince.
Project Responsibilities:
- Wrote detailed functional specifications, analyzed architecture (functional and technical), defined a functional solution, participated in defining the technical solution, validated project deliverables, led the coordination and set up of the SLA (Service Level Agreement) between different project stakeholders, and followed up different actions, planning, resource utilization, and deliverables, and strategized on the mitigation of project sprints.
- Defined and set up the process of the application life cycle management (ALM); Processing issues, new features, and service requests.
- Monitored the implementation of new features (Agile Method), and managed a cross functional team of IT engineers and Data Analysts. Led the designing and implementation of the required KPI’s.
Identity Access Management:
Directed the Implementation of this product in the data center of the government of Ras Al Khaimah and integrated with the main systems like Exchange, SAP HR, SAP Finance, ECM, Notary system to give 360 degree of all RAK users’ systems access.
CMS Portal & RAK Surveys Platform Projects:
- Implemented CMS and portal for Ras Al Khaimah Center of Statistics and Studies and revamped the whole website.
- Implemented RAK Surveys platform for survey questionnaires and census without the need of technical knowledge or programming, slashing 70% of the centre expenditure with the use of iPAD.
Project Manager MobiStine Technology, Ramallah, Palestine 2011 - 2017
GraviLog Project (Start-up idea)
Secured $50K seed investment from EU investment fund and led to the development of a flagship health App for pregnant women and a cloud-based system with remote capabilities for Obstetricians/Gynaecologists, with integration between the app and the system for creating Electronic Medical Record (EMR) which enables monitoring of pregnant woman’s health and the foetus’ health remotely without any devices or additional hardware with a record of over 300K+ app downloads.
Project Responsibilities:
- Designed the business and layout of the systems (both the App and the EMR) and directed the whole team including Application Analysts, Graphic designer, Application Developers, Database Administrators and back-office support staff.
- Coordinated the provision of system administration and management, Project Management, Application Strategy, and 1st/2nd level application and technical support including an outsourcing team.
- Monitored information governance, confidentiality, and data security protocols that ensured full compliance with Trust policy and relevant legislation.
- Managed the development and maintenance of bespoke and standard application infrastructure, and reviewed the IT support operations to explore opportunities for improving effectiveness and maximizing cost efficiency.
- Conducted audits on application upgrades, configuration, and deployment to ensure full compliance, supervised all testing and handover procedures, and ensured fitness with purpose and compliance.
Mobile Apps Development: Led the development of tens of Smartphone Apps published on the App Stores (iOS & Android).
Vice President / Project Manager NTS (NextLevel Technology Systems), Palestine 2008 – 2011
- Directed business development, acquisition of projects, preparation and submission of bid documentation including content, milestones, contingency plan, and project cost drafting and pricing, and as well directed project execution.
- Created the project development roadmap, prepared the project management plan, and risk management document led the recruitment and management of the Portal Performance Tuning Team and coordinated the redesigning of Portal Architecture.
- Verified and controlled project scope, Identified and defined project activities, proposed the activity resources and duration. Scheduled stand-up meetings with the teams and clients and managed client meetings for requirement analysis and project deliverables. Prepared project status reports, analyzed results, and ran troubleshooting on problem areas.
CMS Project for Portal of the Ministry of Interior (MOI):
- This project had over 30 stakeholders, lasted for 10 months, and involved the redesigning and development of new Portal services for more than 10 MOI sectors, branches, and virtual portals.
- Led the Development of the web portal that offered e-Services for online applications, namely, IDs, passports, marital status changes, and birth certificates.
Ministry of Higher Education (MoHE) portal Project:
- Drove the implementation of a Content Management System (CMS) for the Ministry of Higher Education, delivered e-Services for students.
E-Help Desk Project:
- Directed the e-ticketing and e-support services configuration system that got adopted by several organizations including banks and IT companies.
4i Project:
- With a budget over AED 8M, Designed and managed the implementation of the web system for Municipal Development and Lending Fund (MDLF) that catered for managing all programs, procurement, and grants.
