General
- Develops contracts scope of work and contracting strategy for projects to be undertaken.
- Finalize potential Bidders List, Contract Strategy, qualification / evaluation criteria.
- Assist to develop, implement, and maintain cost controls and provide input to centralized planning and scheduling for Projects
- Assist in setting up project controls systems, workflows, communications, reporting.
- Develop project controls guidelines.
- Assist and provide input to Project Cost estimation.
- Assist in preparing five years Business Plan.
- Participate in preparation of budgetary estimates for contract works, monitoring contract costs.
- Assist in developing tender or contract requirements.
- Provides input on contractor performance, to help in pre-qualification exercises.
- Provides technical clarification on contract scopes to contractors and other discipline engineers.
- Participates in technical bid evaluation of the received bids on all packages.
- Administer and manage claims management and dispute resolution.
- Administer and assist in managing handover of completed parts of the works.
- Review contractor's invoices and supporting documents against signed contracts.
- Monitor contracts approved contract value /take necessary action in case of forecasted overrun.
Project Cost and Budget Estimation and Control
- Ensure cost control procedures are updated and followed while preparing schedules.
- Establish a baseline plan for Cost and Cash flow for performance measurement.
- Develop and Maintain Cost Reports and Trend Register, prepares graphs, diagrams.
- Reviews Project Cost Reports to ensure submission of progressively accurate estimates for budgeting and forecasting.
- Investigate and highlight significant variances to support effective performance /cost control.
Change Management & Control
- Establish and Maintain project change management system.
- Develop and Maintenance Change Order Register.
- Identify potential changes in scope /quantity and the impact of each change in a timely fashion.
- Monitor changes and their impact on man-hours, costs, and schedule.
- Tasks related to Extension of Time (EOT) claim. Prepare EOT and Present.
- Calculate contingency related to Cost by using Monte Carlo Simulation.
- Assesses the impacts of design or construction changes and schedule slippages,
Risk Control and Risk Register (using Primavera Risk Analysis Software)
- Work with the Risk Team on any plans which require to be risked.
- Facilitate and oversee the risk assessment, mitigation, and contingency planning process.
- Develop and maintain the Risk register and proposes the mitigation plans.
- Carryout SRA /CRA using Primavera Risk Analysis.
- Analyze, tracking and monitoring project risks (schedule and cost).
