Job Summary:

We are hiring a highly experienced General Manager to lead and manage a national-level Mobile Number Portability (MNP) project in Dubai on a two-year fixed-term contract. The selected candidate must have extensive experience in overseeing the complete lifecycle of an MNP implementation, with strong leadership and technical project management skills. This role requires full relocation to Dubai, with visa and accommodation provided.

Key Responsibilities:

• Oversee the full end-to-end delivery of the MNP project in collaboration with telecom operators, vendors, and regulatory bodies.

• Develop detailed project plans, manage budgets, resources, and ensure timely execution.

• Ensure all MNP system operations comply with UAE telecom regulations and standards.

• Lead cross-functional teams including engineering, IT, legal, and operations.

• Coordinate technical integrations, data migration, and inter-operator connectivity.

• Manage project risks and develop mitigation plans to handle issues proactively.

• Report regularly on project progress to stakeholders and regulatory entities.

• Ensure successful go-live and post-implementation support structures.

Key Requirements:

• Mandatory: Prior experience in leading a full Mobile Number Portability (MNP) project (from planning to go-live).

• Minimum of 10 years experience in telecom or project/program management roles.

• In-depth knowledge of telecom regulations, MNP platforms, and operational frameworks.

• Proven experience in stakeholder management and regulatory coordination.

• PMP or equivalent certification preferred.

• Excellent communication, leadership, and negotiation skills.

• Must be willing to relocate to Dubai for the full contract duration.
