Description

Working within the framework of the Middle East Business Area's policies, processes and commercial strategy, the Procurement Officer supports the procurement and supply chain activities throughout the full lifecycle of the Projects and O&M plants/facilities assigned to them.

The Procurement Officer is accountable to the Procurement Manager UAE and works in close coordination with the O&M, Projects, Proposals, Finance and other teams.

This role is based in UAE - Al Ruwais, 6 days per week.


RESPONSIBILITIES AND DUTIES OF THE ROLE HOLDER


The Procurement Officer executes and supports the procurement and supply chain strategy in accordance with the project requirements, and is accountable for contributing to the project's procurement performance/KPIs.

S/he deals with subcontracts, suppliers as well as the project and other cross
- functional teams.

  • Sourcing of A2Z goods (Consumables, Chemicals, Spares, PPEs, Machinery and tools, etc.) and services (Manpower hire, AMCs, plant and equipment hire, etc.) for Construction / O&M project in UAE.
  • Sending RFQ for goods and services, with relevant terms and conditions.
  • Purchases goods & services based on defined constraints as cost, quality and deadlines.
  • Preparation of Commercial Bid Evaluation with the offers received.
  • Crossverification of offers with historic information and existing agreements, if available.
  • Negotiation for best commercial terms & conditions, and commits to purchases in line with objectives.
  • Preparation of Service Agreements and Purchase Orders (manual and ERP), and places POs.
  • Expediting the POs from acknowledgement till Delivery and Warranty with proper logs.
  • Coordination with Logistics Companies for delivery of goods, wherever required.
  • Maintaining Logs and record keeping of Purchase Order and related documentation.
  • Coordinate with Finance and other internal customers as per the functional need.
  • Vendor evaluation and development.
  • Ensures compliance with the Procure to Pay (P2P) process.
  • Follow and support the logistic process (customs clearance).
  • Coordinates his/her actions and commitments with plant/project managers/procurement managers.
  • Administrates the suppliers' database in accordance with processes.
  • Deals exclusively with the supplier relationship within their scope (sourcing, assessment, evaluation, claims), and ensures interfaces with internal (operations/executions, finance, warehouse ) and external stakeholders.
  • Contributes to the improvement of processes (REX) and guarantees implementation on his / her scope.
  • Enforces, adheres, and upholds the law, behaving ethically with all the stakeholders.
  • Respects all Group policies (H&S, Environment, Ethics ) and compliance with internal reporting rules.

PERSON SPECIFICATION

  • Minimum 6 years' experience in Procurement, preferably in O&M and EPC projects in sectors of Water / Waste / Energy / Oil & Gas / Construction.
  • Proven technical, commercial, and operational knowledge in engineering procurement for large projects.
  • Previous experience in multinational contractors/consultancies, in similar sectors mentioned above.
  • Experience managing and/or working in a sitebased team is a plus.
  • Strong commercial acumen and negotiation skills. Able to establish good business relationships with stakeholders at all levels.

EDUCATION

  • Bachelor's degree minimum (preferably in Science or engineering but can be in any other field as long as can demonstrate equivalent procurement experience in technical fields)
  • Certification or Diploma in Procurement or Supply Chain Management from a reputed institution is preferred.

LANGUAGES

  • Essential: Fluency in written and spoken English. IT SKILLS
  • Advanced Google and Microsoft Office Tools.
  • ERPs.
