    Description

    The Project Engineering Manager (PEM) is engineering's representative on project
    management teams and is responsible for delivering within schedule and budget the
    engineering required on projects. The PEM has a functional reporting role to the Projects
    and Enquiries Manager within Engineering and reports to the Project Manager on the
    project to which he is assigned for the activities of the engineering team on the project.
    The PEM is responsible for compliance with quality and safety on his project and for
    implantation of management policies and guidance. He coordinates the activities of the
    lead discipline engineers assigned to his project and is responsible for planning, reporting,
    progress monitoring and change management on his project. He liaises directly with
    clients on technical issues and manages sub-contractors on his project.

    Overall experience of 18+ years with a minimum of 10 years' experience is required as
    Project Engineering Manager with the responsibility of coordination and interfacing with
    various engineering disciplines on EPCI projects with any of the leading EPCI/EPC
    companies. The suitable candidate will possess a minimum of a bachelor degree in an
    appropriate engineering discipline. A postgraduate qualification in a relevant area of
    expertise (e.g. Business administration, project management) would be advantageous.
    The candidate will be able to demonstrate a track record in the management of detailed
    engineering activities for offshore jackets, decks or pipelines and capability in supervisory
    capacity for planning, organizing, communicating and personnel management skills will
    have been demonstrated.

    Experience gained offshore fixed platforms in the installation of jackets, piles, decks and
    pipelines would be advantageous together with a practical appreciation of jacket and deck
    fabrication activities and methods. Previous experience in the engineering section of a
    construction company would be advantageous.

    Role/Purpose:
    Jobs at this level are responsible for leading the projects and achieving effective
    management & co-ordination of engineering activities of the discipline within the Technical Section of the Engineering Department. Provide guidance on all design, engineering and technical matters; monitoring project progress and ensuring compliance with procedures and technical accuracy of engineering deliverables & support services.

    Responsibilities:

    • Manages the overall discipline activities.
    • Establishes objectives & strategies derived from Company Business Plan (CPB); Attains KPIs as defined in CBP for the discipline and develops specific KPIs for the Heads of Disciplines and the discipline engineering employees;
    • Manages resources & provides technical expertise.
    • Reviews/ improves department procedures.
    • Recommends organizational structures and manpower plans for enquiries and projects.
    • Approves Discipline Inputs for enquiries.
    • Updates Engineering estimating norms.
    • Develops and motivates staff for excellence.
    • Compliance in accordance with HSE/QA Standard.

    Minimum Requirements:

    • Bachelors degree in engineering.
    • 18 years of experience in Oil & Gas Upstream Industry.
    • Experience in offshore fixed platforms in the installation of jackets, piles, decks and pipelines would be advantageous together with a practical appreciation of jacket and deck fabrication activities and methods.
    • Sound understanding of all engineering disciplines and corresponding processes in Oil & Gas industry.
    • Should have a strong design, detail engineering background and must have move up the ranks of management through engineering disciplines.
    • Knowledge of Engineering software/ Design Codes.
    • Planning & organising skills.
    • Proven management track record for teams of more than 20 engineers.
    • Long term contract with family status.
