    Description

    Position Overview

    Support the Senior Procurement Manager in the procurement process for required services and related equipment, materials including spare parts and services particularly in relation to asset maintenance in conjunction with railways Fleet, Operation and Infrastructure with respect to the Asset Management Strategy, the Annual Budget as well as the Annual and Lifecycle Maintenance Plans of the Operations JV.

    Roles and Responsibility

    · Understand the procurement process (requisition, ordering, expediting and inspection of goods logistics/shipment, port clearance processes and related documentation, invoice settlement) and ensure strict adherence to the same.

    · Have experience in developing new suppliers. Should have good understanding of UAE based supplier market

    · Provide management information to the Senior Procurement Manager concerning procurement.

    · Able to review and assess the completeness of the requirements/scope of work/services provided by the end user needs for asset maintenance in terms of materials, equipment and services, based on the inputs provided by the respective divisions.

    · Have excellent planning abilities to proactively assess the procurement plans and accordingly roll-off the procurement process.

    · Experienced in setting up Framework Agreements for goods and services including spare parts for maintenance of assets

    · Assist in the preparation of detailed cost estimates.

    · Ability to prepare the documentation needed to launch procurement of materials, equipment and services.

    · Should have reasonable understanding of the contracts/Purchase Order related legal terms and conditions and the best practices related to them.

    · Monitor the adherence to and where possible the surpassing of the cost performance targets set out the Annual Budget

    · Monitor and expedite the delivery of the purchased materials and equipment in coordination with the respective divisions.

    · Ability to formulate and execute negotiation strategy

    · Provide suggestions and recommendations to the internal Customer for the best commercial strategy against Infrastructure Maintenance and the Asset Maintenance Strategy to be adopted.

    · The Procurement Specialist will bring knowledge of international best practice and share knowledge with other team members.

    · Railway experience is advantageous but not mandatory.

    · Use SAP ERP system for executing procurement transactions.

    Desirable qualifications, skills and experience

    Academic Qualifications:

    · Engineer/CA or equivalent with an experience of atleast 5 years; CIPS/ISM with an experience of 10 years

    Professional Qualifications:

    • A member of a recognized purchasing institute or studying to become so
    • High level of affinity to and experience with Business computing solutions, ideally also with SAP

    Experience:

    • No less than 5 years' proven experience in a similar role. Engineer/CA with a minimum of 5 years; CIPS/ISM certified with minimum of 10 years.
    • Experience of 5 years in railway industry/ Passenger Train

    Other Skills:

    • English or advanced level of written and verbal skill
    • Excellent skills in MS-Excel, word, PowerPoint and other MS Applications
    • Experience with organising
    • Experience with working in time pressure
    • Willingness to develop and learn
    • Experienced with working in JV or similar environments
