One of our clients (a government entity) is looking for a Finance Manager to join their organization in Abu Dhabi.

Job Purpose

Lead a team across the Financial Control section of Shared Services and financial process improvements whilst ensuring the efficient and timely running of the finance operations for the organization.


Key Accountabilities:


Participate in the design and lead the implementation of the Financial Control Shared Services roadmap to achieve efficiency and effectiveness of core accounting and finance processes and activities.

Effectively communicate Financial Control Shared Services strategy and roadmap and future operating model across the organization

Build, manage, develop, and inspire a team of direct and indirect reports in the achievement of business and functional objectives.

Create and implement a customer service culture, including establishing and reporting on key performance metrics that measure and monitor the effectiveness and service levels of the Financial Control Shared Services organization.

Develop, implement and maintain a system of effective internal controls within the Financial Shared Services organization and work closely to ensure internal controls over financial reporting are compliant with international standards and best practices.

Develop and grow strong cross-functional relationships to ensure the achievement of Financial Control Shared Services and business objectives through collaboration, information sharing, and communication.

Determine, agree and improve contractual requirements, including Service Level Agreements (SLAs) with Financial Control Shared Services customers to meet service specifications and deliver against business objectives.

Lead month-end close for the Financial Control Shared Services organization

Recruit, motivate and develop talent in the organization with the focus of building a strong performing team that includes global process owners and local process managers.

Supervision
Plan, supervise, and coordinate all activities in the assigned area to meet functional objectives.

Train and develop the assigned staff on relevant skills to enable them to become proficient on the job and deliver the respective section objectives.

Budgets

Provide input for the preparation of the Section budgets and assist in the implementation of the approved Budget and work plans to deliver Section objectives.

Investigate and highlight any significant variances to support effective performance and cost control.
Policies, Systems, Processes & Procedures

Implement approved Section policies, processes, systems, standards, and procedures to support the execution of the Section's work programs in line with Council and International standards.

Comply with all applicable legislation and legal regulations.
Performance Management
Contribute to the achievement of the approved Performance Objectives for the Section in line with the Council Performance framework.
Innovation and Continuous Improvement
Design and implement new tools and techniques to improve the quality and efficiency of operational processes.

Identify improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards to define intelligent solutions for issues confronting the function.


Communications & Working Relationships:

Internal - Daily interaction with internal stakeholders in the shared services team.
External - Interact with external advisors or consultants.


Qualifications, experience, knowledge & skills:

Minimum Qualification
Bachelor's degree in accounting, finance, or any other related field.
Minimum Experience & Knowledge & Skills

10 years of progressive operational accounting experience, including 5+ years of experience managing and leading a financial shared services environment.

Demonstrated experience in the successful implementation of financial shared service operations.
Excellent interpersonal, organizational, analytical, and communication skills (both written and oral)
Experience in leading process excellence and performance improvement
Ability to think strategically, manage uncertainty and risk, and balance multiple competing priorities
Strong customer service orientation with excellent oral and written communication skills, including the ability to communicate technical or financial information to a non-technical audience
Professional Certifications
Preferably ACCA/CPA certifications or any other accounting and/or finance-related certifications.
