Strategic

  • Participate inthe development of the Support Services Divisions strategicobjectives and plan by compiling inputs and feedback
  • Participate in the periodic reviews of existing policiesand procedures to achieve operational efficiency
  • Support in overseeing the operational performance of thedivision against the set objectives and KPIs on a regular basis.Approve the use of corrective action, as necessary and escalate anyissues to the Support Services Division Head
  • Promote innovation, collaboration between divisions andthe use of technology
  • Oversee theimplementation of and adherence to policies and proceduresapplicable to the section

Operational

  • Lead thecollection of budget forecasts and inputs from the organizationalunits in line with strategies, policies and frameworks adopted forthe development of financial plans and budgets
  • Oversee the budget allocations at the section level toensure full budget compliance, detect any deviation from the setplan in time, and take corrective action when necessary, in linewith the governance process
  • Oversee thedevelopment of the consolidated budget and its review and obtainnecessary internal approvals on budget proposals
  • Submit the internally approved budget proposals forapproval and provide all clarifications needed during the budgetreview process
  • Oversee the budget allocationfor the approved budgets in coordination with the strategy team andobtain management approval in the allocations
  • Oversee the budget upload process and prepare budgetupload combinations
  • Oversee the design andimplementation of the financial reporting system to ensureeffective, systematic and accurate reporting of all financialinformation
  • Oversee the development ofimplementation mechanisms and key performance indicators requiredto apply financial controls, comply with approved budgets, andadhere to policies and standards to protect SSA from financialrisks
  • Monitor the financial performance bydeveloping and tracking key performance indicators, and ensuringthat financial risks are mitigated and taken into account byimplementing cost control activities
  • Overseethe development of budget discrepancy reports and financial reportsthat illustrate those discrepancies, and showcasing budget deficitsand new budget items, and ensure that differences are escalated andplans are set to address them
  • Oversee thedevelopment and implementation of risk scenarios, frameworks andmodels that may affect SSAs financial management activities, andprepare contingency plans respectively, including risk response andcrisis management procedures
  • Overseeaccounting activities related to payroll and ensure their regularimplementation in accordance with government standards and incompliance with the policies and procedures in force
  • Manage the maintenance of financial records and ensure itis continuously updated in accordance with policies andprocedures
  • Manage the preparation for theexternal audit review and provide all necessary informationrequested by the auditor.
  • Manage thepreparation for the Abu Dhabi Accountability Authority and provideall necessary information requested by ADAA.
  • Manage the development and maintenance of relationshipswith vendors
  • Manage the processes, policiesand procedures for the development and administration of SSAscontracts in line with procurement processes, policies andprocedures, and in accordance with government standards
  • Manage the procurement and bids process including thepreparation of requests for proposals, evaluation and selection ofvendors, negotiation and signature of contracts
  • Manage the relationship with external vendors, ensureperiodic evaluation of their services against contract requirementsand business needs, and ensure compliance with contractualrequirements
  • Manage the design andimplementation of knowledge management exchange sessions in thefinance and contracts field with subordinates to help build theircapacity and enhance their skills
  • Identifyskill gaps in the Finance and Contracts section, and supervise thedevelopment of specialized programs to overcome these gaps andimprove finance and procurement expertise in the section
  • Ensure that regular data and reports are provided to theSupport Services Division Head, and recommend operationalimprovements required for support in planning, decision-making andcontinuous improvement
  • Monitor the monthly andquarterly performance results and identify gaps and theirconsequences, and supervise the development of corrective actionsrequired to resolve the root causes of these gaps
  • Lead the consolidate and submit the Finance and Contractssection budget for review and approval
  • Promotethe use of technological resources and interdepartmentalcooperation
  • Adhere to all finance andprocurement laws and Government circulars /directions .
