Manageblacklist screening systems for the bank (multi-jurisdiction);ensure that the lists applicable to each jurisdiction are keptup-to-date at all times and are applied in accordance with theregulatory requirements.Maintain ongoing awareness/knowledge of allapplicable internal/external sanctions requirements andexisting/emerging legal/statutory environment - identifying anyissues that could impact bank.Provide Head of AML &Sanctions with assurance that all controls required under sanctionsregulations are embedded within the processes of the bank to avoidany sanctions breach and/or establishing relationship with ablacklisted party.Manage vendor relationships for compliancerelated systems in terms of quality of service, responsiveness,cost etc. Manage Budget and resources to prioritize systemenhancement/ up-grades.Manage lists of sanctioned and blacklistedparties in bank's payments filter and customer screeningsystem.Provide Sanctions advice and guidance to the other ECF staffmembers/ business & operations.Promptly escalate anycritical issues to ensure that the Bank is not investigated,charged, fined or publicly castigated by any of the regulatoryauthorities and/or international bodies for breach ofsanctions.Undertake periodic review or self-assessment of keycontrols to assess the quality and effectiveness. ConductCompliance Monitoring periodically to ensure there is no lapse ofSanctions requirements/policies. Report findings and submitrecommendations for corrective action, if required.ManageRegulatory inspections of the Sanctions area. Act as a focal pointto the examiners and facilitate trouble-free examination. Ensureimplementation/regularization of recommendations, if any, withinthe agreed deadline(s). Keep HO Compliance updated with theprogress.Conduct special investigations and/or respond to theEnhanced Due Diligence queries raised by law enforcement agenciesand other overseas branches/correspondent banks. Provide feedback(accurate information) within the agreed timelines.Evaluate, trainand motivate business/operations staff to enhance their skills andknowledge of evolving Sanctions regulations. Establish and maintaintraining programs for the unit and for business/ operations in linewith latest OFAC/Sanctions regulations.Manage the availableresources efficiently by creating a well-built and dynamicteam.
Knowledge, Skills andExperience
Graduate with 7-10years of total banking experience, with at least 3 years ofexperience in Sanctions Compliance area.
Excellent andup-to-date knowledge and understanding of theInternational/OFAC/EU/UN Sanctions.
An understanding ofhow transactions settle globally.
Market knowledge ofIT tools/ software used for customer screening and paymentsfiltering
Good knowledge and understanding of localAML/CFT rules and legislation, and internationalbest-practices/requirements.
ACAMS Certified/otherrecognized certification
Organisational awarenessincluding working knowledge or risks, products, processes andcontrols
Computer literate with good knowledge of MSExcel and Business Object (BO) reports.
Good commandover spoken and written English.
