Background:


The International Renewable Energy Agency (IRENA) is an inter-governmental organisation, headquartered in Masdar City, Abu Dhabi, mandated to promote the adoption and continuous use of all forms of renewable energy sources in the pursuit of sustainable development, energy access, energy security and low-carbon economic growth and prosperity.

IRENA's mission is to play a leading role in the ongoing transformation of the global energy systems as a centre of excellence for knowledge and innovation, a global voice of renewable energy, a network hub for all stakeholders and a source of advice and support for countries.

At present, IRENA has 168 Members (167 States and the European Union) that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

IRENA's Country Engagement and Partnerships Division (CEP) leads the work with countries.

It supports them in the development and implementation of national and regional renewable energy strategies, by contextualizing the knowledge being developed in the other three divisions of IRENA, to the national requirements.

Its activities enable a systematic overview of country and regional needs, experiences and trends to help facilitate cross-fertilization of best practices between countries and regions, and shape IRENA's future programmatic priorities.


IRENA's regional work is implemented through the Regional Energy Transition Outlooks (RETOs), Investment Forums as well as Clean Energy Corridors and the other Energy Transition Initiatives.

Renewables Readiness Assessments (RRA) constitute the backbone of IRENA's engagement at the country level.


A major opportunity identified by IRENA as part of its cooperation with Southeast Asia is the possibility of harnessing tremendous renewable energy potential, through the energy transition roadmap provided by RETOs, the finance facilitation provided by investment forums and IRENA's investment platforms.

This approach can have far-reaching implications for a clean and secure energy future for Southeast Asia.

IRENA has engaged with Association of Southeast Asian Nations (ASEAN) for almost a decade, aiming to support and accelerate the region's transformation in the context of the global transition to renewable energy.

In 2018, in conjunction with the ASEAN Ministers on Energy Meeting (AMEM), ASEAN and IRENA signed a Memorandum of Understanding (MoU) to support the realisation of the ASEAN Plan of Action on Energy Cooperation (APAEC) and to facilitate the scaling up of renewable energy deployment in the region.


Duties and Responsibilities
Under the overall guidance of Director of the Country Engagement and Partnerships Division and the immediate supervision of the Deputy Director Country Engagement and Partnerships Division, the Programme Officer will:

  • Coordinate the design and development of the framework for setting up and maintaining cooperation networks with all stakeholders from governments, regional entities, industry, civil society, etc to galvanise action towards increasing the penetration of renewable energy in Asia with particular focus on Southeast Asia;
  • Support the implementation of regional initiatives in Asia focussing on Southeast Asia, including RETOs and Investment Forums;
  • Support upon request the implementation of Renewables Readiness Assessments (RRA), combined RRA-Renewable Energy Roadmap (REmap) deep dives on RRAs with specific technical issues
- as well as post
  • RRA support activities in Asia;
  • Support the coordination and implementation of NDC and LTS support in Asia-Pacific region with focus on Southeast Asia;
  • Assist in identifying and facilitating the development and submission of project proposals on energy transition from the Asia-Pacific region that could be considered for financial support through IRENA's project financing platforms. Provide support in ensuring the projects securing financing reach commercial operation
  • Ensure close links with the other divisions to identify synergies and interventions in line with priorities identified by countries;
  • Research trends, key topics, emerging issues and national initiatives related to renewable energy development and climate change in Asia-Pacific;
