Description

Job Purpose:

Manage the activities related to nuclear fuel fabrication procurement, including development of tender documents; evaluation of bidders; negotiations and award of contracts.

Manage fuel contract activities including establishing production and delivery schedules, contract notices and processing of invoice payments. Manage the activities related to the strategic development fabrication feasibility studies to ensure security of supply to Barakah NPP.


Activity:
Nuclear Fuel Fabrication


Oversee the development of nuclear fuel fabrication tender documents, evaluation of bidders, negotiations and final recommendation and award of contracts.

Support the development and maintenance of sustainable and rolling fabrication procurement plans to support Nawah power generation forecast.


Execute the Alternative Fuel Fabricator Tender and the exercise to award the most cost-effective alternate fuel fabrication contract for Barakah Nuclear Power Plant (BNPP).

Manage fabrication production under the existing/new fuel contract(s)


Oversee the development of feasibility and/or strategic fabrication studies for the purpose of security of supply of fuel to Barakah NPP.

Support the development of effective and efficient analytical models and analysis tools in order to assure accurate forecasting of costs and budgets as requested by the Fuel Management Division

Support the development and implementation of a continuous nuclear fuel fabrication training program in order to ensure knowledge transfer and sustained capability to procure and manage nuclear fuel contracts in the future.

Develop, maintain and communicate Nuclear Fuel Procurement Policies, Procedures and Processes in order to ensure alignment with Nuclear Fuel Management Division and generally across the ENEC Organization including Finance, Legal, Procurement and Supply Chain.

Manage the effective achievement of organizations objectives by setting individual targets, developing and motivating staff, provision of formal and informal feedback and appraisal - in order to maximize subordinate and department performance.


Contribute to the development of UAE National employees in a manner which supports the objectives of the corporation and its Emiratization strategy.

Implement HSEMS requirements; properly plan and control work activities for ensuring safety; assess HSE risks of both routine and non-routine activities; take appropriate corrective and preventive actions to mitigate any immediate or future risks; ensure employees receive appropriate training and information and comply with ENEC HSE policy, procedures and instructions; maintain Safety Conscious Work Environment (SCWE); solicit employee feedback on HSE; utilize opportunities to learn about ways to ensure/ improve safety.


Ensure compliance with corporate requirements for adherence to policies, procedures and instructions related to Crisis Management and Business Continuity in order to continue mission-critical activities.

Industry Engagement


Where applicable, participate in nuclear fuel fabrication industry events as sponsored by various industry organizations (such as Nuclear Energy Institute (NEI) World Nuclear Association (WNA), World Nuclear Fuel Market (WNFM)).


Skills:


  • Bachelor degree in Engineering or Business Administration
  • Minimum 10 years relevant experience in nuclear fuel fabrication and/or contract administration at a nuclear utility or selling nuclear fuel related products and services as a nuclear fuel supplier
  • Experience in dealing with nuclear and other regulatory agencies regarding contract management
  • Negotiating experience in the international nuclear fuel fabrication procurement or supply
  • Experience in performing financial analysis, business process analysis, economic forecasting, and modeling
  • International nuclear fuel contract management experience
