Your impactJacobs' Operations Management and Facility Services (OMFS) group delivers Operations & Maintenance (O&M), facilities management, and asset management services for state and local governments and private clients across our People & Places (PPS) line of business.
The APACME OMFS group operates as a dedicated service centre to the wider Jacobs APACME business, supporting clients with industry‑leading O&M, tactical asset management and facility management solutions.
About the OpportunityWe're now looking for an experienced Senior O&M Consultant to join our growing OMFS team in the Middle East.
Based in Abu Dhabi, this role focuses on delivering high‑quality O&M advisory services, tactical asset management support, and operational improvement initiatives for major water and wastewater utilities, public agencies, and private sector clients across the region.
You will play a central role in advancing our OMFS service offerings, developing and implementing O&M strategies, leading condition assessments, supporting organisational capability building, and strengthening the performance of critical infrastructure.
In this role, you will drive the development and implementation of O&M strategies, lead condition assessments, shape digital O&M solutions, and collaborate with multidisciplinary teams to deliver sustainable, efficient and compliant asset operations.
You will interface directly with clients and play a key part in strengthening Jacobs' OMFS growth and service delivery across the ME region.
Key expectations of this role include:
Leading consulting teams and consistently exceeding client expectations.
Supporting the development of O&M mobility and digital applications.
Contributing to the marketing and expansion of OMFS service offerings and training solutions.
Maintaining a billable utilisation of 80–85%.
Conducting project follow‑up reviews to ensure client satisfaction.
This position offers a blend of office‑based work, hybrid flexibility, and client‑site delivery. Regular travel within the Middle East will be required to meet project, client and business needs.
Here's what you'll need
To be successful in this role, you will bring a combination of technical expertise, strategic insight, and client‑facing experience.
You should have demonstrable experience in operations and maintenance, with a strong background in water and wastewater utility systems and infrastructure.
You'll have:
10–15 years' experience in O&M strategy identification and implementation; experience with contract operations advantageous.
Minimum 10 years' experience in planning and scheduling.
Minimum 10 years' experience in water utility operations and maintenance.
Strong technical understanding of water and wastewater treatment technologies.
Experience including
Equipment availability, reliability and maintainability improvement programs (e.g., RCM, Root Cause Analysis, FMECA).
DBO and EPCM contracting and delivery.
Condition and criticality assessment, remaining‑life calculations and decay forecasting.
Operational Readiness frameworks and activities.
O&M training competency frameworks and delivery.
O&M performance management systems and benchmarking.
Performance‑based O&M contract management.
Business improvement processes and methodologies.
International Infrastructure Management Manual (IIMM) processes.
CMMS/EAM systems and operations‑focused implementation.
Ability to support client O&M teams and coordinate effectively with third‑party service providers.
Experience developing O&M documents, including commissioning documentation, and supporting utility commissioning.
Capability to develop and implement digital O&M tools, analytics and data‑collection systems to optimise performance.
Proven ability to:
Develop short‑ and long‑term O&M strategies aligned with CAPEX/OPEX forecasts.
Implement whole‑of‑life O&M frameworks, plans, procedures and processes.
Lead complex asset condition assessments using best practice.
Analyse and interpret complex O&M data sets and performance trends.
Prepare O&M reports, cost estimates and staffing forecasts.
Support business development, client engagement and proposal preparation.
Strong analytical, organisational, written and verbal communication skills (professional/business level English).
Demonstrated professional experience working in the Middle East with regional clients.
Ability to work both independently on client sites and collaboratively within multidisciplinary teams.
Willingness to travel when business or project needs require it.
Desirable experience and skills
PPP or large‑scale DBO project experience in the Middle East.
A mix of consultancy and industry experience.
Experience across the full lifecycle of major infrastructure programs (design → construction → commissioning → operations → maintenance).
International experience delivering O&M management solutions.
Ability to mentor junior staff and share knowledge across service lines.
Strong MS Office skills (Word, Excel, PowerPoint, Visio, MS Project, Outlook).
Involvement in O&M or AM professional organisations or industry committees.
Arabic language skills
