JOB TITLE:
DEPUTY MANAGER - CONTROL & INSTRUMENTATION


KEY RESPONSIBILITIES:


  • Participate in HAZOP workshop and ensure HAZOP closeout actions are implemented in Control narrative and Cause & effect documents.
  • Participate in the SIL assessment workshop and close out all open points.
  • Review and approve SIL verification report and ensure the recommendations/actions are updated in Cause and Effect and Process control narrative document.
  • Develop ESD Cause & Effects Document, SRS, IPF narratives.
  • Coordinate/Conduct Alarm management workshop, Implement and Maintain Master Alarm Database
  • Develop HMI graphics Philosophy document.
  • Guide team to prepare HMI Graphics in Grid sheets/ Markup P&ID for HMI graphics generation.
  • Conduct HMI Graphics Workshop with Client and Vendors and ensure approval for HMI.
  • Prepare specification for Operator Training Simulator OTS and Advanced Process control system (APC)
  • Coordinate with Major package vendors (E.g., Compressor, BMS, STG/GTG, Catalyst Regeneration logics etc) to review and approve Vendor Process Control Narrative/Functional Logic Diagram / Cause & Effect documents.
  • Coordinate with other disciplines and provide design inputs to Vendor for OTS and APC
  • Coordinate and Assist ICSS Vendor team to develop OTS model and Digital Marshalling
  • Participate in OTS MVT (Model Validation Test) and conduct OTS FAT
  • Coordinate with APC vendor to develop APC strategies, Review and approve APC Functional Design Specification
  • Coordinate with other discipline and work center Engineers and ensure that the project requirements are implemented in the design.
  • Shall be able to simultaneously manage 1~2 projects and lead a small team of Process Control Engineers for a large project.
  • Participate in internal quality audits/peer reviews for monitoring quality and ensure timely closeout of actions. Perform TA (Technical Audit) reviews for projects.
  • Coordinate/participate in FAT, SAT and commissioning of Integrated Control and Safety Systems,
  • Coordinate/participate in FAT, SAT, and commissioning of OTS system.
  • Coordinate/participate in FAT, SAT, and commissioning of Advanced Process Control (APC) system.
  • Support the construction, commissioning, and startup activities.
  • Support Vendor DCS Engineers during software development
  • Actively involved during commissioning stage in tuning of Control loops for stable operation of the plant.
  • Shall be responsible to coordinate to exchange Design inputs in a timely manner with other disciplines.
  • Proactively identify and mitigate technical risks during project stage.

ESSENTIAL QUALIFICATIONS AND SKILLS:


  • Bachelor's or master's degree in chemical engineering/Instrumentation Engineering with a minimum of 12 to 20 years of Refinery / Petrochemical / Oil& Gas experience preferable from a background in working for EPC as well as Operating Companies.
  • Prior working experience with process licensors like UOP (Propane Dehydrogenation
  • PDH) or PDH process of any other licensor, Axens, Shell, etc is preferred.
  • Good knowledge of international safety standards and practices. Conversant with any of Industry standard, Dynamic Simulation software or Advanced Process Control tool is preferred.
  • Sound knowledge of Control Loops and hands on experience with controller tuning. Clear understanding of Complex Control logics.
  • Good experience in independently Leading/Coordinating DCS /ESD/Major Package FAT is required.
  • Prior experience in Handling OTS / APC FAT is preferred.
  • Hands on working experience in any make of DCS (Honeywell / Yokogawa / Schneider / Emerson / ABB) is preferred.
  • Familiarization with Function Safety Aspects and Asset Integrity Concept. TUV Certified FSE/FSP is preferred.
  • ISA certified CAP/ Equivalent certification will be an added advantage.
  • Good presentation, training, and communication skills to both internal and external stakeholders
