    Procurement Manager
    • Report to : GMP Project Director
    • JobLocation : Abu Dhabi UAE in FEED contractor offices until end of2024 relocated to
    EPC contractor offices(expected in UAE) for 3 years.

    MISSIONS / JOB DIMENSIONS
    Theposition will include the following missions:
    During all phases of the Project:
    • The job holder is responsible on Companys sidefor coordinating all the technical
    procurement activities and to a certain extent contractualactivities related to the
    identified GMP Companysupplied critical items (LLIs).
    • This includes the management and coordination of thewhole tendering process (call for
    tendersclarification phase evaluation and negotiation phase andrecommendation) of
    those items.
    • During the EPCs tendering phase the job holder will berequested to review the major
    items to beprocured by the future EPC Contractors and with the differentbidders to
    review their criticality their technical andto a certain extent their contractual
    requirements to becascaded down and to ensure the preparation and future issuance
    of Purchase Orders as their administration as per theEPC execution plannings.
    • Thisincludes the management of the qualification process of any newadditional
    Vendors and Suppliers.
    • During the EPC execution phase the job holderwill ensure that the Contractor
    procurementplan is compliant with the Contract approved vendors list and willfollow
    the procurement of the main critical Items as ofthe LLIs.
    • The job holder will alsosupervise the activities of the procurement coordinator.
    • The job holder shall liaise actively with the EngineeringTeam and all concerned
    technical specialistsinvolved in the procurement and qualification of vendors and
    particularly regarding the main critical items in orderto implement the most adequate
    qualification programs.
    • The job holder will also liaisewith the Contract Team and under their guidance with the
    Company HQ Procurement departments for all contractualand procurement matters.
    • The jobholder participates by the performance of his duties to theachievement of
    GMPs objectives in terms ofQuality Costs and Schedule.
    • The jobholder shall observe and shall impose strict confidentiality duringthe tendering
    phase.
    • The job holder reports to the GMP ProjectDirector.
    • The job holder is also accountablefor demonstrating an exemplary behaviour with
    regard to HSE rules & requirements and forimplementing HSE rules within his area of
    responsibility.

    ACTIVITIES
    In particular among his/her activities the jobholder is required:
    • To beinformed of Company Rules and Specifications (CRs/GSs) proceduresetc.
    related to Contract and ProcurementRating of contractors and suppliers and their
    application to the Project.
    • Todiscuss evaluate and identify with EPC contractors their vendorsthat will undergo
    the Company qualificationprocess.
    • To prepare and manage thequalification process leading to the selection of EPC
    contractors suppliers and their inclusion in Companysapproved vendor list (selection
    of potential suppliersdevelopment of questionnaire ranking of potential suppliers
    compliance to Angolan content and proposal ofselection).
    • To review challenge andvalidate the contractors vendors contractual dossierduring
    the tendering phase whilecoordinating the Company specialists involved in the vendor
    qualification and evaluation.
    • To manage during the clarification phase all aspectsrelated to the procurement and
    vendorsevaluation (clarification meetings / answer to clarificationrequests / issue of
    clarification requests / answer totechnical
    • queries / exemptionrequests) and participate as appropriate to the negotiationswith
    bidders
    • To liaise with EPC contractors regularly to evaluateimpact of procurement critical
    equipment onproject schedule and inform/alert GMP management as required.
    • To manage and to coordinaterequests for technical changes in liaison with the
    Engineering.
    • To followup procurement activities for LLIs and main critical itemsincluding expediting
    and inspection inaccordance with Project Contractual documentation.
    • To timely report to the GMP Project Directorhighlighting progress and encountered
    areasof concern.
    • To ensureconfidentiality of all the technical contractual andcommercial
    documentation produced (whateverits support) as applicable

    CONTEXTAND ENVIRONMENT
    • The SouthGas Company (SGC) is a governmental sector company (publicsector)
    operating in the south of Iraq.
    • During the FEED studies Totalprovides a technical assistance to SGC Project
    Management Team for the review of FEED Contractorengineering deliverables.
    • SGC isdeveloping a Gas Hub which objective is to valorize currentlyflared associated
    gas from several onshoreoil fields by gathering and transporting this gas to a new gas
    processing plant (GPP).
    • The Gas Processing Plant facilities will be installed atthe Ar Ratawi site approximately
    65 km westof Basrah city
    • The project alsoincludes an extended pipeline interconnecting network together withan
    export storage and offloading jettyterminal.
    • The project will bedeveloped in two phases respectively designed to process300
    MMSCFD of raw gas each.
    • Multicultural environment: FEED Contractor isbased in Abu Dhabi UAE. Iraqi rules and
    regulations administrative requirements and technicalauthorizations as well as
    International codes foronshore plant will apply.
    • Thecontext is complex with numerous stakeholders environmental andsocietal / local
    content stakes. In thecurrent context of low oil price the project needs to be developed
    on a fast track mode with low CAPEX & OPEX tosupport the development economics
    and enable FID whilemaintaining the technical quality of the installations with high
    H3SE requirements and focus.

    QUALIFICATIONS AND EXPERIENCE REQUIRED
    • Mandatory experience in a similarposition: Minimum 5 years
    • Degree: Engineer orequivalent C&P certification is a plus
    • Professional & Contract experience: 10 to 15years minimum.
    • Ability to work in amulticultural business environment.
    • Goodinterpersonal and communication skills.
    • Language: English as mother tongue or Fluent in English(speaking and writing) French
    and/or Arabiclanguage is a plus.
    • Seniorexperience acquired in Oil & Gas projects and in particularrelated to
    procurement activities foronshore projects (in Iraq is a plus)
