    Our client is a full-service charter & scheduled air cargo operator providing capacity solutions for global freight forwarders, logistics providers & charter brokers. They seek a highly experienced Cargo International Affairs Manager - Air Cargo based in Dubai, UAE.

    Key Responsibilities:

    • Oversee and manage the complex landscape of international aviation regulations and traffic rights that govern air cargo operations.
    • Manage and optimize the utilization of 5th freedom rights, which allow an airline to carry cargo from one's home country to a second country, and then onward to a third country. Maximizing the benefits of such rights in cargo route planning and expansion strategies.
    • Oversee the creation, review, and management of legal documents, contracts, and agreements between airlines, cargo shippers, and regulatory bodies.
    • Assess potential risks associated with traffic rights acquisition or expansion efforts, such as diplomatic tensions, objections from other airlines, or changes in regulatory environments. Developing contingency plans to mitigate these risks.
    • Develop negotiation strategies when engaging with CAAs or regulatory bodies to secure traffic rights, considering factors such as market demand, operational needs, and competitive landscape.
    • Engage in negotiations to influence air cargo policies, bilateral/multilateral agreements, and trade facilitation measures that affect air cargo operations.
    • Act as a liaison between the airline, government authorities, and international organizations to address regulatory issues, negotiate agreements, and resolve disputes.
    • Build strong relationships with key stakeholders, including government officials, regulatory bodies, industry associations, and competitors, to facilitate smoother negotiations and garner support for traffic rights initiatives and engage in diplomatic negotiations, advocating for favorable terms, and strategizing to secure and leverage traffic rights to optimize cargo operations and business growth
    • Collaborate in advocacy and negotiations with CAAs in host countries (HC) and negotiating jurisdictions (NJ) to secure or expand traffic rights, resolve issues, and advocate for favorable terms to support cargo operations.
    • Staying informed and updated on BASAs, which are agreements between two countries that facilitate air services, ensuring compliance with safety and regulatory standards. Monitoring changes in BASAs and understanding their implications for cargo operations.

    Experience and Qualifications:

    • 7+ years of extensive experience navigating and understanding international aviation regulations, traffic rights, and Bilateral Air Service Agreements (BASAs) governing air cargo operations. Managing and optimizing 5th freedom rights, dealing with traffic rights acquisition, and expanding cargo route planning strategies.
    • Proven experience in assessing risks associated with traffic rights acquisition, diplomatic tensions, changes in regulatory environments, and developing contingency plans to mitigate such risks.
    • In-depth Knowledge of legal documentation, contracts, and agreements related to aviation and cargo operations.
    • Proficiency in developing negotiation strategies, engaging with Civil Aviation Authorities (CAAs) and regulatory bodies to secure traffic rights, and influencing air cargo policies and agreements.
    • Strong negotiation skills and diplomatic abilities to navigate discussions with CAAs, regulatory bodies, and international organizations for traffic rights and policy negotiations.
    • Excellent interpersonal skills to build and maintain relationships with key stakeholders, including government authorities and industry associations.
    • Effective verbal and written communication skills to engage with diverse stakeholders, negotiate agreements, and address regulatory issues.
