MEP Estimation & QS Engineer (Mechanical, Electrical & Plumbing)

MEP Estimation Manager / Head of Estimation
Job Purpose
To prepare accurate MEP cost estimates and quantity take-offs for tenders and ongoing projects, manage MEP BOQs and cost control, support tendering and procurement, and ensure commercial accuracy for all MEP scope in line with project requirements and company standards.
Key Responsibilities
A) Estimation & Tendering
- Review tender drawings, specifications, scope of work, and employer requirements related to MEP.
- Prepare detailed MEP quantity take-offs (MTO) and cost estimates (materials, labor, equipment, subcontract).
- Develop and price BOQs, rate build-ups, and estimation worksheets for MEP items.
- Coordinate with design/technical teams to clarify scope, identify missing information, and raise RFIs during tender stage.
- Obtain and evaluate quotations from MEP suppliers/subcontractors and prepare comparative statements.
- Support tender submissions: technical/commercial clarifications, value engineering proposals, and alternative solutions.
- Maintain an updated database for MEP rates, vendors, market pricing, and historical cost data.
B) Quantity Surveying & Commercial Support (Post-Award)
- Prepare MEP BOQs, measurement sheets, and assist in preparing interim payment applications (IPCs) for MEP scope.
- Monitor MEP cost plan vs. budget; track variations, claims, and potential cost impacts.
- Prepare variation orders, change order pricing, and associated supporting documents.
- Evaluate subcontractor payment applications, verify quantities, and certify progress as required.
- Support project team in preparing MEP procurement schedules and material requisitions with accurate quantities.
C) Coordination & Stakeholder Management
- Coordinate with project managers, planning, procurement, and site teams to align quantities, progress, and cost.
- Liaise with consultants/clients for measurement, valuation, and commercial clarifications (if required).
- Participate in tender review meetings and commercial evaluations.
D) Reporting & Documentation
- Prepare estimation summaries, risk notes, inclusions/exclusions, and tender assumptions clearly.
- Maintain organized tender files and documentation for audits and future reference.
- Produce regular cost reports, variation logs, and commercial trackers when assigned.
Qualifications
- Bachelor's Degree in Mechanical Engineering / Electrical Engineering / Building Services Engineering (or related).
- Professional certifications (RICS / CIOB / equivalent) are an advantage but not mandatory.
Experience
- Minimum 5 years
of relevant experience in
MEP estimation and/or MEP quantity surveying
within construction/contracting. - Strong exposure to
tendering
,
BOQ preparation
,
MTO
,
rate build-up
, and
subcontractor quotation analysis
. - Experience in GCC/UAE projects is preferred (if applicable).
Required Skills & Competencies
- Strong understanding of MEP systems (HVAC, plumbing, firefighting, electrical, ELV) and construction practices.
- High accuracy in measurement and costing; strong commercial awareness.
- Ability to interpret drawings/specifications and identify scope gaps.
- Negotiation and supplier/subcontractor evaluation skills.
- Time management and ability to handle multiple tenders/projects under deadlines.
- Strong communication and coordination skills.
