    Job Summary

    Responsible for implementing and sustaining the CBRE MENA (MENA) regulatory compliance programs and supporting MENA businesses with implementing and sustaining the corporate ethics & compliance program across the region.


    ESSENTIAL DUTIES AND RESPONSIBILITIES

    Key Taskso Assume the role and responsibilities of the Compliance Officer and Money Laundering Reporting Officer as defined in UAE law and guidelines and as applicable to CBREs operations in the region.o Implementing and sustaining regulatory compliance programs in MENA.

    This includes performing risk assessments, mitigation activities (policies, procedures, controls, training and communications), monitoring, auditing, investigations and remediation of findings, as defined by applicable legislation and guidelines (see below).o Overseeing the AML investigations program comprised of both automated and manual monitoring processes.o Reviewing, scrutinizing, remediating/mitigating and reporting Suspicious Transaction Reports and other reports pertaining to suspicious activity.o Monitoring AML risks facing MENA, such as noncompliance with MENA/UAE laws and regulations, and reporting directly to senior management on risk exposure, including through financial crime-related metrics.o Keeping up to date with any regulatory changes and implementing those changes timely and effectively.o Providing AML policy advice, guidance, assurance, oversight, and challenge to the first line of defence.o Acting as the primary point of contact with law enforcement agencies for their AML requests and investigations.

    Liaise with regulators and external bodies on financial crime issues in order to share knowledge, report cases, develop best practices, and where possible, to improve coordination within the financial sector.o Acting as single point of contact for local business leaders on corporate ethics & compliance matters and supporting the tone at the top by providing leaders with appropriate support and advice.

    The role reports on the status of the corporate ethics & compliance program to the Compliance Director, India & Middle East.o Assisting CBREs Field Compliance Officer team with implementing and sustaining the corporate ethics & compliance program across MENA as appropriate.

    This includes supporting the key elements of an effective corporate compliance program in the region (including CBREs Ethics & Compliance risk assessment, Standards of Business Conduct certification, Global policy governance, training to new starters and tailored local training as required, risk-based monitoring and auditing initiatives, and participating in investigations and remediation as required).

Requires expert level knowledge of global real estate accounting practices and global expertise of Service Organization Controls compliance.
    Critical Thinking Skillso Ability to solve advanced problems and deal with a variety of options in complex situations.

    Requires expert level analytical and quantitative skills with proven experience in developing strategic solutions for a growing matrix-based multi-industry sales environment.

    EXPERIENCE AND QUALIFICATIONSQualifications To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.

    Education and Experience o Four-year and advance degrees with a preference in Law, Accounting, Finance, Business Administration or related field plus a minimum of 15 years professional level compliance, accounting, or legal experience.o A minimum of 8 years of relevant experience working within a regulate licensed financial institution, a regulatory authority or a law firm handling compliance matters relating to AML in the MENA territory.o Proven and demonstrable knowledge and experience with Regulators, the laws of UAE and regulations/guidelines of the DFSA (direct experience in working representing a company in discussions and interactions with local regulators, and a track-record of bringing regulatory issues to a positive conclusion).o Experience within the commercial real estate industry is strongly preferred and advantageous.o Experience of using reporting mechanisms (i.e.

    GoAml) for FIU submissions.o An understanding of AML regulations and legislation within the banking/financial services industry in MENA.o Demonstrate an understanding of regulatory requirements vs.

    best practices in compliance is critical, coupled with the ability to distil and discern important information from regulatory guidance, statutes and regulations, audit findings, and determine how it impacts the business.o Excellent written, verbal and interpersonal communication skills and a proven history of working effectively with people at all levels across a decentralised international and matrixed environment.o Proactive, hands on, motivated and solution-oriented, with the ability to work successfully across multiple cultures and with demonstrated success working closely within a team as well as independently.o Perform and execute to a high standard autonomously with minimal supervision.

    o Experience in using Word, Excel, Powerpoint
    Professional Certificates/Licenses o Legal Bar Certified or CPA preferred.
    Languages Fluency in English, verbal and written. Arabic would be advantageous.
