    Description

    Job Purpose :

    This position is responsible for developing detailed sourcing and procurement plan in consultation with strategy and leadership team at GPO. It is accountable for strategic category management, strategic sourcing, supplier relationship management and contract lifecycle management in order to drive business objectives of the GPO.

    Job Responsibilities :

    · Lead the development of GPO's organizational strategy and contribute to the overall process of management and corporate decision making in collaboration with other members of the leadership team.

    · Direct and manage the division's mandates, providing leadership and facilitating work processes in order to achieve high performance standards.

    · Champion and drive change in the division providing guidance and support, necessary for continuous improvement.

    · Lead the development and implementation of sourcing and procurement strategies and plans.

    · Oversee the alignment of category strategies, management and process with the global sourcing model and strategy.

    · Support account management advisory to select the best possible sourcing strategy to address client requirements from GPO.

    · Lead the supplier relationship management process in order to achieve better pricing and quality of service.

    · Oversee the maintenance of GPO's supplier and product database to ensure records accuracy and integrity.

    · Manage the maintenance of detailed supplier classification framework based on performance factors and identify opportunities for each category.

    · Oversee the sourcing of suppliers capable of delivering GPO's requirements basis GPO's criteria that aims towards maximizing value delivered in alignment to GPO's objectives. §

    · Collaborate closely with account management to cater to identify client procurement requirements and enhance GPO's stance with suppliers.

    · Recommend the direction of present and future product lines by reviewing product specifications and requirements; appraising new product in alignment with requirements management and analytics division.

    · Manage the development of contracts in collaboration with the legal, risk and compliance division, ensuring the protection of GPO's interest, maximizing value, and abiding by applicable laws and regulations.

    · Oversee the preparation of tender documents capturing their requirements, expected scope of work, specifications and the GPO's terms and conditions.

    · Approve KPI's for the division and its employees and ensure they are in line with GPO's overall objectives.

    · Monitor the division's progress against set targets and ensure milestones are reached in line with GPO's overall objectives and operational plan defined.

    · Engage with the GPO CEO to identify improvement opportunities for the division and report on the activities undertaken by the division.

    Education and Experience :

    • Bachelor's in technology (Civil) or related field is required (Civil Engineer)
    • Master's/ MBA Degree will be added advantage.
    • Skills required: Strategic sourcing, Spend Analysis, Project Management, Control Management, Budgeting and Planning, Excellent Negotiation skills.
    • Minimum 8 years' experience of working in a construction procurement department, worked as a Civil Engineer or has experience in construction of healthcare projects, facility management, fit-out and renovation.
    • Previous experience in a construction or healthcare field is preferred.
