    Parsons is looking for an amazingly talented Pre-sales Senior Sourcing Specialist to join our team In this role, you will work closely with the bid studio team to source the required sub-consultants during the bidding stage. You will own the pre-sourcing supply chain process, work on the development of the process and manage / develop / maintain the existing sub-contractor/supply chain database.

    You will be reporting directly to the EMEA Regional Commercial Director, but will require work with the EMEA Procurement Manager

    This candidate is expected to leverage the capabilities of the pre-sales supply chain process to contribute to the improvement of these propositions by systemizing and capturing the knowledge developed on bids for the purpose of reusing in future bids and Business as Usual.

    Responsibilities:

  • Lead the Procurement cycle, issue of RFPs, clarification of requirements, assist supplier selection, lead the preparation and evaluation of bids/tenders, to contract award.
  • Lead negotiations with suppliers and investigate cost savings through innovative solutions.
  • Work closely with the bid team to define the suppliers' scope of works.
  • Work closely with the legal team to define and negotiate Contracts terms and conditions.
  • Review, implement and develop the existing pre-sales sourcing process.
  • Actively participates in the Quality Improvement Process. May endeavor to develop a partnership agreement where supplier quality and performance are consistent with Company and client requirements.
  • Manage and expand existing sub-contractor/supply chain database
  • Develop and build relationships with sub-contractor/supply chain
  • Review, obtain and monitor performance feedback on sub-contractor/supply chain
  • Ensures compliance with the Company's business ethics policy
  • Performs other responsibilities associated with this position as may be appropriate.
  • Positively influence key stakeholders within the bid process.
  • Qualifications:

  • Degree / Masters, in supply chain management, economics, finance or operations or engineering/construction/surveying.
  • Typically min 10 years of related work experience in procurement and supply chain.
  • Broad experience in a variety of procurement assignments, proven leadership capability, excellent written and oral communications skills, and a thorough knowledge of industry practices and regulations are required.
  • Ability to work on own and as part of team as required
  • A demonstrated proficiency in utilizing DMCS (or similar material control system) is also required.
  • MCIPS (Full Member of Chartered Institute of Procurement and Supply) or equivalent professional qualification is preferred (ICE/RICS etc).
