    TheInternational Renewable Energy Agency (IRENA) is anintergovernmental organization mandated with the widespread andincreased adoption and sustainable use of all forms of renewableenergy. At present IRENA has 169 Members (168 States and theEuropean Union) that acceded to its Statute and 15 additionalStates in the process of accession. IRENA supports countries intheir transition to a sustainable energy future and serves as theprincipal platform for international cooperation a centre ofexcellence and a repository of policy technology resource andfinancial knowledge on renewable energy. The Agency implements itsmandate with the view of sustainable development increased energysecurity and lowcarbon economic growth andprosperity.

    The Division of Administration andManagement Services (AMS) is responsible for providing theSecretariat with efficient support in managing its human andfinancial resources and ensure effective and timely delivery ofinformation technology procurement and logistical services. TheHuman Resources Section in AMS is responsible for the provision ofprofessional HR services for the organization including recruitmentand placement; administration of appointments/contractsentitlements and benefits; the coordination of provision of staffdevelopment activities; and the provision of HR support to managersand staff relative to performance management. With the aim ofcontributing to the work of the division/service IRENA is lookingto recruit an Associate Human Resources Officer at the P2level.

    Under the supervision of Chief HumanResources the Associate Human Resources Officer will carry out thefollowing duties:

    Duties andResponsibilities

    • Act as thefocal point for administration of individual consultants in closecoordination with managers and administrative staff in clientdivisions/teams.
    • Support the endtoendengagement/selection process for individual consultants includingreviewing Terms of Reference (TOR) advertizing consultancyopportunities and advising on engagementprocedures.
    • Review proposed consultancy ratesand requests for exceptions and make appropriate recommendations onthe way forward; maintain and update a roster of consultantsAgencywide.
    • Provide support for staff selectionand recruitment processes; liaise with client offices inidentifying upcoming vacancies; coordinate the preparation ofvacancy announcements evaluation and screening of applicationsserve as exofficio on interview panels for professional postsdrafting of interview reports notetaking in interview panelsfollowup of reference checks and academic verifications completionof prerecruitment formalities review offers of appointment andstatement of emoluments etc.; prepare and present cases forsubmission to the senior management.
    • Overseethe preparation maintenance and updating of HR databases andanalytics; coordinate the preparation of reports to the governingbodies and overseeing the relevant data collection compilation andproduction of statistical reports graphs and tables to facilitateanalyses of various HR data by users or for officialreports;
    • Responsible for staffing tablemaintenance; serve as the focal point for position managementactions and the related monitoring and reporting functions in HR;coordinate with the Budget Section and Divisions with regard tostaff/nonstaff requisitions; responsible for overseeing within HRthe periodic reviews and adjustments required in the Budgetapplication.
    • Coordinate staff development andtraining programmes and workshops; identify negotiate and makearrangements with consultants and vendors for the provision oftraining programmes for IRENAstaff.
    • Coordinates the induction briefingprogramme for new staff members and other parties asnecessary.
    • Oversee/support the administrationof entitlements and benefits contracts/appointment extensionsseparations and related personnel and paymentactions.
    • Carry out other relevant tasks asrequired.

    Qualifications

    Education: Advanced university degree in human resourcesmanagement business administration law social sciences or otherrelated field. A firstlevel university degree in combination withqualifying experience may be accepted in lieu of the advanceduniversity degree.

    Experience: Two years of experience in human resources orgeneral management are required with at least one year ofexperience in an international organization setting. Experience inadministering individual consultants and other complementarypersonnel is desirable.

    Languages: Good command of written and spoken English.Knowledge of other languages would be ofadvantage.
