    JOB TITLE: Deputy Manager - Telecom

    KEY RESPONSIBILITIES:

    • Simultaneously supervises telecom discipline related scope of work in 3-4 EPC proposals and 2-3 projects depending on the size of proposal/project. Lead a team of Telecoms Engineers in all respects, support & guide the team to ensure design integrity in projects,
    • proposals & implement Telecoms Design procedures through the team. Shall ensures overall quality and technical excellence for jobs of reporting Principal / Lead engineers' teams.Resource management within team and supervision of Telecoms engineers and designers.
    • Provide leadership and boosts morale in the Telecom Team members under his direct supervision. Ensure manpower resources of Telecom Team are adequate and are utilized efficiently.
    • Work as technical expertise during various phases of project execution and proposal engineering. Assist the development / preparation of telecom system schemes and identification of telecom equipment specifications & interfaces.
    • Review and Design structured cabling, Optical Fibre Transmission/Microwave/Trunked Radio/Conventional/Satellite Radio Communication ,LAN / PABX / Telephones specific to Oil & Gas standards.
    • Provides guidance on plant security and safety system design like CCTV / PAGA / GPS applications.
    • Supervise and review the development of various type of studies like radio link budgeting, radio coverage calculations, acoustic coverage, optical link budget calculations etc.
    • Work with Project, Customers and Vendors to resolve technical issues.
    • Provide necessary support and guidance to Project Control, Construction and Commissioning.
    • Participate in Contract Review process and provide required inputs to Lead Engineers.
    • Perform responsibilities of Lead Engineer in event of large project. Also; if working as Lead Engineer on a project then he will prepare 'Fortnight Reports' or any other report as desired by management to indicate Schedule progress, Quantity, Man hour, Manpower forecasts, and will keep a tight control on the over-runs.
    • Review contract requirements for project execution, organize the preparation of the Technical Document Register (TDR) and Service Level Agreements (SLA) with other Work Centre's by identifying requirements and scope of work.
    • Ensure the assignment and distribution of manpower for the execution of engineering activities within budgeted project man-hours within SLA with VECs. Recommend measures to optimize overall man-hours & execution cost.
    • Engage with Quality Assurance for quality issues. Ensure strict compliance with Company's Quality procedures. Organise internal quality audits/peer reviews for monitoring quality and ensure timely close-out of actions. Lead peer review group for technical integrity check of proposal/ projects
    • Facilitate Telecoms workshops on Proposals and Project and assist the proposal and project team to identify the potential risk
    • Assist in Promoting innovation, departmental improvement and team working.
    • Assist Head of the Department (HOD)in development of Telecoms Standards
    • Assist HOD in developing strategies for continuous improvement of knowledge base, cost consciousness, quality and safety in response to demands of EPC business.
    • Provide feedback to HOD for the employee performance evaluations, establish performance criteria, identify employee strengths & weaknesses and recommend training & development requirements.
    • Shall assist in recruitment tasks in identifying qualified engineers and designers.Perform related duties as & when required by Head of the Department
    • Provides technical support and guidance to Principal engineers / Senior engineers in converting the project from concept to detailed engineering.
    • Decisions limited to administrative and technical issues. Consultation with Head of Discipline - Telecoms (HoD) on main issues which may affect discipline performance.
    • Directs the resource allocation and workloads of a team of subordinates.
    • Typically leading a group of professionals or technical staff.
    • Responsible for managing supervisors.

    ESSENTIAL QUALIFICATIONS AND SKILLS:

    • Bachelor's Degree in Electronics & Telecommunication Engineering
    • Excellent coordination, monitoring, planning, supervisory and guidance skills.
    • Excellent communication skills, tactful in resolving issues.
    • Ability to form and lead teams and develop good rapport with the individuals.

    • Good knowledge of detailed Telecom engineering and capable of reviewing engineering documents.
    • Duties performed in main office mostly in air-conditioned surroundings. Occasionally incumbent would require travelling to sites and vendor workshops. Approximately, 40% time spent in verification of project deliverables in capacity as Technical Authority, 20 % time spent in meetings, 20% time in discipline administration and 30% in quality & technical development.
