- Procurement of complexconstruction, professional and technicalservices
- Preparation of proposal deliverablesrelated to subcontracting, including pricing of subcontractedconstruction, professional and technicalservices.
- Procurement lead for internal andexternal audits
- Negotiate terms and conditionsunder minimal supervision.
- Responsible andaccountable for Procurements compliance with established policiesand procedures.
- Participate in development ofproject execution plans.
- Oversee all mattersrelating to the acquisition of goods and services for a projectduring the proposal process.
- Manage procurementresources and direct procurement activities to support the planningand execution of assigned projects.
- Reviewmajor purchase orders and subcontracts and participate in majornegotiations with suppliers andsubcontractors.
- Plan and budget the procurementresources and systems necessary to supportprojects.
- Understand changing market conditionsregarding trends in the pricing of materials, equipment andservices.
- Identify and develop procurementtraining material, deliver training to procurement and businessunit staff.
- Mobilization and demobilization ofstaff supporting projects.
- Extensive knowledgeof the project delivery processes and Federal procurement policiesand procedures.
- Extensive knowledge of federalgovernment contractual compliancerequirements
- Extensive knowledge and ability toindependently review exceptions, changes to terms and conditionsand negotiate resolution with oversight from requiredreviewers.
- Extensive knowledge of competitive,sole source procurements
- Extensive knowledge ofcost and price analysis
- Strong verbalcommunications and writing skills.
- Communicateseffectively with subcontractors, project teams, and supportorganizations.
- Sound leadership and managementskills
- Proficient user of Microsoft Officesoftware
- Proficient in procurement systems andtools
