The company has evolved into an international provider of complex, multidisciplinary technical services. VGS offers more than 50 years of proven experience, a longstanding presence in the industry, and domestic, international, and regional reach. VGS provides global expertise in design/engineering, procurement & construction, operations & maintenance in the energy sector to include power generation, primary distribution systems for continuous and reliable power, as well as water/wastewater sector. Our market is the intermediate niche between large spot generation applications and power projects greater than MW with primary focus on "island" power, remote locales and developing markets with limited or unreliable power infrastructure.

    VGS is currently seeking a Program & Operations Manager (POM) with an Electrical or Mechanical Engineering background for our Middle East operations, to be based in Dubai, UAE. The Program & Operations Manager will be responsible for business development for our ME operations and mainly the GCC countries, as well as operational oversight of current projects in this region, and specifically in Saudi Arabia.

    The ideal candidate will have a demonstrated history of proactive planning experience with strong technical, managerial and leadership skills, as well as communication skills with regional government entities and partners. Additionally, the candidate must be able to demonstrate the capability of collaborating, communicating, and working with senior managers, staff, local, regional and international subcontractors; and local officials as required.

    Scope of Work :

  • As part of our business strategy to transition from a primarily military-centric business clientele to a more diverse portfolio that includes new international/regional commercial EPC and O&M programs, projects and clients, this position will include extensive business development of opportunities in this market.
  • Work on expanding the company business to include all new services in Environmental Projects, IT and Cybersecurity, Airports O&M and all related local governments and private sector programs.
  • Liaise with direct line supervisor to make decisions for operational activities and set strategic goals.
  • Attend and participate in conferences and industry forums, with clients and industry partners. Collect information regarding future projects requirements and funding. Consult with representatives of industry and local government agencies on plans, new developments, and methods to accomplish identified energy program requirements.
  • Assist with solicitation review, proposal development, and project implementation and execution. As a primary additional duty, the POM will assume a major leading role in developing new commercial business opportunities in energy (power & water), airports and local government programs.
  • Travel to remote and austere areas in Saudi Arabia and the region to lead the mobilization effort of specific projects. The POM will be responsible for planning, scheduling, and monitoring the installation/construction progress of the site development, monitoring of the procurement and logistics, thus serving as a single POC for the regional Joint Ventures and partners. Monitor Financial utilization of the projets.
  • In coordination with the local JVs teams, manage and review all phases of projects controls on projects.
  • In coordination with the local JVs teams, continually review projects in progress, upcoming needs, create plans and evaluations.
  • Collect project execution data from PMO and site managers for use in estimating cost and production rates for future projects. Recommend cost effective means of collecting data to ensure proper application to future projects.
  • Support the projects teams with technical support in electromechanical and project management.
  • Lead project teams including talent acquisition and retention, engagement of key personnel and performance management.
  • Requirements :

  • Four-year degree in Electrical or Mechanical Engineering. An MBA degree is a plus.
  • 15 years of professional experience with a minimum of 10 years in electromechanical and operation/maintenance of power and energy projects. Experience in Saudi Arabia is a plus.
  • Project Management Professional (PMP) or related certification is a plus.
  • Experience in managing medium to large scale projects including managing technical staff, inspectors, and support personnel.
  • Minimum of five years of business development experience pursuing regional commercial power programs and coordination with local government and private sectors.
  • Experience in energy sector Operation/Maintenance, Renewables, Conventional Power is a plus.
  • Excellent leadership skills; understands motivation and engagement, clear and direct communication; incorporates a healthy level of empathy into people's decisions.
  • Strong communication skills in both English and Arabic languages.
  • Experience in developing cost estimates for projects, and basis of estimates.
  • Experience in developing RFPs/SOWs for subcontractors and suppliers. Comprehensive review of submissions and obtaining quality and best value submissions from providers.
  • Supervision and oversight of multi-disciplinary teams through all phases of power EPC projects.
  • Liaising with stakeholders, government entities, clients, industry partners, and subcontractors.
  • Strategic thinker who can also execute operationally, strong communication and platform skills.
  • Strong negotiation skills, analytical thinker, and ability to work under pressure.
  • Solid network of professional contacts and a good understanding of building relationships.
  • Willingness to travel regionally to austere project locations at least 25% of the time.
  • Possesses the ability to understand basic electrical and mechanical concepts, engineering and design and construction.
  • Possesses the ability to understand basic electrical, mechanical and civil concepts; engineering, design, and construction as well as in operation & maintenance.
