    Description
    Management Sciences for Health (MSH) is seeking a Deputy Program Director for an anticipated multi-year USAID global health systems strengthening (HSS) project. The purpose is to provide broad HSS technical assistance to low and middle income countries.

    OVERALL RESPONSIBILITIES:

    The Deputy Program Director (DPD) is a key leadership position that is responsible for overseeing the technical aspects of program implementation at the country level, coordinating country-based activities, and ensuring improved program performance. The DPD is a member of the management team and, with the Program Director, represents the program to USAID, representatives from collaborating country governments, and stakeholders.

    SPECIFIC RESPONSIBILITIES:
    • Ensure that the program identifies and addresses the needs and interests of donor and that the solutions reflect the strategies and design of the program.
    • Institute a performance improvement culture and processes necessary for ongoing improvement of the effectiveness and efficiency of technical approaches and the overall technical soundness of implementation and learning.
    • Oversee development of technical approaches and strategy and ensure efficient and effective planning and implementation of technical activities.
    • Coordinate development and execution of technical aspects of work plans that meet country requirements and address the needs of USAID.
    • In collaboration with the finance and human resource teams, ensure that country offices are adequately and efficiently resourced and supported wit technical expertise.
    • Support communication and coordination with USAID and other stakeholders.
    • Ensure the deployment and execution of services and assistance to countries and on-time, high-quality deliverables.
    • Ensure that program activities are compliant with SOPs and MSH policies.
    • In collaboration with the management team, ensure that timely remedial actions are taken to mitigate risks.
    • Represent the program to USAID missions and other donors at the country levels.

    Qualifications

    • Bachelor's or Advanced degree in public health, public policy, health economics, or a related discipline combined with the following minimum years of experience working in health systems in low or middle income settings: 15 years of relevant experience with Bachelor's degree, 12 years of relevant experience with Master's degree, 10 years of relevant experience with JD/ABD (all but dissertation), 8 years of relevant experience with PhD.
    • At least 10 years of experience in management and implementation of health systems strengthening programs in or for low- and middle-income countries.
    • Of the years of Direct Relevant Experience, at least three years of combined experience must have been physically based in LMIC countries.
    • Demonstrated experience operating within the global HSS community on matters related to HSS in developing countries.
    • Demonstrated expertise in at least two of the following areas: financial protection, population coverage, service coverage, and/or related areas of HSS.
    • Publication record in related area, and demonstrated ability to support and mentor teams to document and disseminate results.
    • Demonstrated ability to build and maintain relationships with a wide range of colleagues and stakeholders, particularly interacting productively, proactively, and comfortably with government agencies, NGOs, private sector groups, USAID and other donor organizations.
    • Fluency in oral and written English communication is required.
    • Ability to interact professionally in one or more relevant foreign languages (e.g., French, Spanish, Portuguese) is preferred, but not required.
    • Familiarity with USG regulations and administrative procedures in the implementation of donor assisted projects.
    • Willingness to travel internationally up to 25%.

    The expected salary range for this position is: $125, $215,600.00 annually (U.S. locations only).
