    Job Overview:

    Review and validate the inputs issued by the functional estimators

    Ensures review of specifications; build sequences and complexity to develop the fabrication man-hours estimate.

    Issue fabrication man hours and adders and yard CAPEX cost requirements to P&E.

    Issues deliverables such as yard layouts, lift and load out methodology to P&E.

    Issue fabrication related subcontract RFQs with input from functional estimators and engineering

    Responsibilities

    Key Tasks and Responsibilities:

    • Review ITT, Scope of Work and specifications and raise clarifications.
    • Identify RFQ's to be raised and advise engineering and estimating for any input and assistance, issue RFQ's.
    • Carry out RFQ Technical Bid Evaluations, with functional SME as required.
    • Determine fabrication and erection sequence, load-out methodology and weighing requirements.
    • Prepare fabrication cost adders estimate, obtain functional department SME input.
    • Identify and raise any capital expenditure estimate required in consultation with Fabrication Management.
    • Liaise with Planning and Procurement for developing the plan and identifying the float on long lead items and critical paths.
    • Identify work arounds, if any, identify the impacts and estimate impacts.
    • Identify any additional storage space requirement, jetty requirement, crane, SPMT trailer requirement, and include the necessary in fabrication adder cost.
    • Prepare RAM (responsibility assignment matrix) for all RFQs related to fabrication services whether carried out within the facility or outside.
    • Advise rates and factors to be considered for the man-hour estimate.
    • Advise on benchmarks to be considered for the bid with regards to schedule, complexity, yard space, etc.
    • Send inputs to QA/QC Coordinator for them to prepare consumable costs and other indirect costs.
    • Attend all bid progress and review meetings.
    • Organize Fabrication Management reviews of the fabrication inputs.
    • Prepare the Basis of Estimate and issue the fabrication EBS to P&E.
    • Prepare all required Fabrication deliverables for Technical submission.
    • Review QA/QC and welding engineering adders cost.
    • Review the Rolling v/s Purchased.
    • Review cladding requirement and advise strategy on pricing.
    • Identify Optimizations and review with Cost Estimator & Bid Manager for consideration
    • Additional Yard equipment requirement (procure or rental)
    • Review the fabrication schedule for possible cost estimating impacts.
    • Provide man hour and cost benchmarking, analysis and justifications for assessed differences.
    • Coordinate PROM inputs from functional departments.
    • Provide fabrication PMT cost estimates.
    • Attend cost estimate, yard planning and management review meetings.
    • Collaborates on development of customer bid forms with cost estimators.
    • Prepare fabrication estimate qualifications.
    • Prepare and monitor bid budget man hours.

    Qualifications

    Essential Qualifications and Education:

    • Diploma in Civil/ Mechanical/Structural EngI Design I Drafting or other technical degree
    • 5+ years (P2) in Production Engineering or Construction
    • Expertise in MS Office Excel / Estimating systems
    • 5+ years demonstrated estimating experience
    • Must have cost estimating experience and be familiar with materials, specifications and fabrication methods.
    • Previous Fabrication experience and ability to read engineering drawings.
