The International Renewable Energy Agency (IRENA) is an inter-governmental organisation mandated with the widespread and increased adoption and sustainable use of all forms of renewable energy.

At present, IRENA has 168 Members that acceded to its Statute, and 16 additional States in the process of accession and actively engaged.

IRENA supports countries in their transition to a sustainable energy future, and serves as the principal platform for international cooperation, a centre of excellence, and a repository of policy, technology, resource and financial knowledge on renewable energy.

The Agency implements its mandate with a view to sustainable development, increased energy security and low-carbon economic growth and prosperity.


The Division of Administration and Management Services is responsible for providing the Secretariat with efficient support in managing its human and financial resources and ensuring effective and timely delivery of Human Resources, Information and Communications Technology, Procurement, Financial, Travel and other General Services.


Duties and Responsibilities
Under the direct supervision of the Chief, Human Resources and the overall guidance of the Director of Administration and Management Services Division, and within delegated authority, the Human Resources Officer will carry out the following duties:

Human Resources Policy

  • Assist the Chief of Human Resources to develop new and innovative solutions to address issues in the Human Resources (HR) management that are consistent with best practices of International Organizations, tailored to the emerging and evolving needs of the Agency and meet the needs of stakeholders;
  • Actively contribute to the effective rollout and implementation of new or revised HR policies and systems; conduct and/or participate in HR policy briefings and communication and awareness raising activities;
  • Monitor and evaluate HR policy initiatives and make modifications as appropriate to ensure their compatibility and effectiveness;
  • Keep abreast of developments in various areas of HR; research and carry out comparative analyses of policies, procedures and practices in other organizations to prepare policy proposals, manuals, reports and briefing notes; prepare position papers on HR issues for discussion and/or presentation to the senior management;
  • Lead special HR projects as assigned; participate in Agency working groups and task forces on a broad range of HR matters with a view to delivering effective solutions to emergent issues and implementing new HR initiatives in support of organizational change and performance.

Job Analysis/Evaluation, Recruitment and Selection

  • Lead the preparation and finalization of Terms of Reference/Job Descriptions (TORs/JDs) in coordination with respective IRENA divisions and in accoprdance with approved plans and budgets; ensures that TORs/JDs are properly classified and corresponding post actions are duly reflected in appropriate organizational systems;

Human Resources Administration

  • Advise the Chief of Human Resources on the development, modification and implementation of the Agency's policies and practices on entitlements and benefits, contract administration for all categories of personnel at IRENA including regular staff, service contractors, consultants and interns.
  • Ensure effective and efficient administration of staff entitlements and benefits as well as employment contracts. Supervise the work of subordinate HR staff for compliance with rules, regulations and procedures and for soundness of judgment and conclusions. Conceive, formulate and advocate new and/or improved methods and techniques for the delivery of HR administration services.

Performance Management and Staff Development/Learning

  • Supervise needs assessment and analysis for performance management, staff development and learning; develop staff development plans; propose and deliver programmes to meet the needs in line with overall organizational goals and work plans. Evaluate effectiveness and impact of staff development and performance evaluation programmes and recommend ways to enhance effectiveness and impact.
