    Assistant Director - Monetary Operations

    The Central Bank of the UAE (CBUAE) is the supervisory and regulatory authority of the banking and insurance sector in the United Arab Emirates. With a mandate to enhance monetary management, safeguard financial stability and protect consumers through effective supervision of licensed financial institutions, prudent reserve management, robust financial infrastructure, and the adoption of digital technologies.

    We are seeking to hire an individual who will be responsible for monitoring and analysing financial markets, economic trends, and assessing the effectiveness of CBUAE's open market operations (OMO) to support CBUAE's policy objectives and ensure the department achieves its mission, goals, and objectives of enhancing the financial stability of the UAE.

    Key responsibilities include:

    • Oversee and supervise the execution of open market operations (OMOs), liquidity management tools, and other monetary instruments to ensure financial stability and efficient market functioning.
    • Monitor the liquidity of the banking system and advise on appropriate interventions suggested by the Monetary Policy Department.
    • Analyse financial market trends, interest rates, and money market developments to provide insights for policy decisions.
    • Prepare weekly and periodic reports for the Monetary and Reserve Management Committee based on data analysis that summarise domestic market conditions and the outcome of Monetary Operations and their alignment with policy objectives.
    • Engage with commercial banks, government institutions, and international organisations to align operations with policy objectives.
    • Ensure all monetary operations comply with CBUAE regulations and international best practices.
    • Identify and mitigate risks related to market operations, settlement, and liquidity management.
    • Participate in departmental projects and ensure alignment with the department's Operational Plan.
    • Provide guidance and technical training to junior team members to enhance their expertise in monetary operations and financial markets, including internal workshops & knowledge sharing sessions on monetary instruments, liquidity forecasting, and market operations, as well as recommended training courses & programmes.

    Position Specifications:

    • Bachelors / Master's Degree in a relevant field such as Economics, Finance.
    • Relevant professional certifications such as CFA/ACI/CAIA.
    • 9+ years of experience in Finance, Regulatory or Banking industry.
    • Experience in domestic financial market of the UAE, e.g., at the Treasury operations of a large bank.
    • Conceptual knowledge and understanding of the various instruments in the Dirham Monetary Framework.
    • Excellent familiarity with international financial markets.
    • Strong analytical/quantitative skills.
    • Experience in trading in money markets, foreign exchange and fixed income instruments.
    • Excellent interpersonal verbal and written communication skills.
