    ROLE PURPOSE:


    Act as the Procurement subject matter expert for the assigned Procurement Category, demonstrating a deep understanding of the assigned Category and lead the implementation of the agreed category initiatives.

    Manage the procurement planning and pre-contract management exercise of ADAIRPORTS and its subsidiaries and identify opportunities for cost savings and efficiency through strategic partnership and the establishment of framework agreements.

    Drive commercially valuable business outcomes (increased revenues, reduced costs and reduced risk) by ensuring that the procurement of goods, services, concessions and or works are actioned in timely
    manner and in compliance with Abu Dhabi Airports guidelines, standards, policies and procedures.

    Strategic Planning


    Prepare and communicate sectional objectives and plan in line with division/department s strategic objectives and operational plan and in line with ADAIRPORTS's OGSM.

    Manage the execution of sectional objectives and plan

    Propose KPI s for the section and its employees and ensure they are in line with ADAIRPORTS s
    objectives.

    Budget Management

    Develop departmental budget and monitor budget spend in coordination with relevant sections.

    Provide guidance to direct line reports on budget optimization opportunities where applicable.

    Corporate Performance Management

    Oversee the performance of the section in line with the sectional plan defined

    Engage with the division head to identify opportunities to improve department s performance.

    People Management

    Identify training and development needs of the section s employees with a special focus on Emiratization

    Ensure availability of the required number of specialized staff to support the section by providing inputs to annual manpower plan in consultation with division/department head

    Provide constructive feedback to direct reports and provide inputs to the department head on
    performance of employees.
    Functional

    Review business demand and prepare all documents necessary for a sourcing process.

    Ensure all necessary approvals are secured as per delegation of authority, by the team, for the tender strategy, contract award etc.

    In collaboration with key stakeholders, create a sourcing strategy based on; ADAIRPORTS requirements, category plans, market research, commercial analysis demand forecasts, risk analysis and appropriate modelling.

    Present the strategy and obtain approval from the relevant authority.


    Conduct spend analysis (historic, TCO, EOQ etc.), market analysis and appropriate commercial modelling (portfolio models, SWOT, 5 Forces, commercial models etc.)

    for the assigned Category, identifying innovations, market trends, risks, and opportunity assessment for the development of comprehensive long term Procurement strategies for the assigned Category


    Oversee the conduct of prequalification of bidders and tender documents preparation and ensure the timely issuance of tender to the approved bidders in coordination with the relevant business units within ADAIRPORTS and its subsidiaries takes place.

    Ensure that all documents issued as part of a sourcing activity are in compliance with Abu Dhabi Airports guidelines, standards, procedures and policies.

    Prepare the draft tender/contract and the issuance of the same to all relative stakeholders including the legal team and coordinate the feedback and the preparation of the final tender/contract.

    Manage the issuing of tenders to selected bidders and all correspondence with internal stakeholders/bidders during the tender process


    Direct the opening of submitted bids, reviewing of responses to ensure compliance with tender documents, capturing of deviations, ensuring technical evaluation is conducted by the stakeholders as per the approved strategy, conducting comprehensive commercial evaluation of the bids and facilitating post-tender clarifications with the bidders.

    Ensure adherence and execution of the department s policies and procedures as defined by the department head

    Ensure compliance of the section to the guidelines defined by division/department s, such as,
    HR, legal, risk and quality assurance in addition to ADAIRPORTS s framework and DoA

    Participate and provide inputs in the periodic audit of the established policies and procedures to ensure compliance
    Management Reporting

    Prepare periodic reports for the section and provide input into the division/department's periodic reports

    Propose and recommend remedial activities to manage any quality or non-compliance issues that arise during the review of periodic reports
    Change Management

    Own/drive change management activities in the section and ensure all stakeholder communications are as per the approved communication plan
    Technology Management

    Identify and define the technology-related needs of the section in order to drive automation and cost optimization
    Professional Development

    Proactively identify and seek professional development opportunities to improve leadership and technical skills pertaining to the direct line of work and in line with ADAIRPORTS s values

    Participate in performance appraisals and reflect on the feedback and recommendations
    provided by the line manager for development
    QUALIFICATION / EDUCATION

    Bachelor's Degree in Business Administration, Strategic Procurement, Supply Chain Management or a related field.

    EXPERIENCE

    Expatriates:
    Minimum 8 years of experience in Contracts Management
    CERTIFICATIONS,KNOWLEDGE & SKILLS

    Experience of managing teams & developing staff

    Experience in Category Management

    Experience in Contract Management

    Aviation experience is an advantage
