    Procurement Manager

    • Report to : GMP Project Director
    • Job Location : Abu Dhabi UAE in FEED contractor offices until end of 2024, relocated to

    EPC contractor offices (expected in UAE) for 3 years.
    • Regime: Residential
    • Mobilisation date: January 2024

    MISSIONS / JOB DIMENSIONS

    The position will include the following missions:

    During all phases of the Project:

    • The job holder is responsible, on Company's side, for coordinating all the technical

    procurement activities and, to a certain extent, contractual activities related to the

    identified GMP Company supplied critical items (LLI's).
    • This includes the management and coordination of the whole tendering process (call for

    tenders, clarification phase, evaluation and negotiation phase and recommendation) of

    those items.
    • During the EPCs tendering phase, the job holder will be requested to review the major

    items to be procured by the future EPC Contractors, and with the different bidders to

    review their criticality, their technical and, to a certain extent, their contractual

    requirements to be cascaded down, and to ensure, the preparation and future issuance

    of Purchase Orders, as their administration as per the EPC execution plannings.
    • This includes the management of the qualification process of any new additional

    Vendors and Suppliers.
    • During the EPC execution phase, the job holder will ensure that the Contractor

    procurement plan is compliant with the Contract approved vendors list and will follow

    the procurement of the main critical Items as of the LLI's.
    • The job holder will also supervise the activities of the procurement co-ordinator.
    • The job holder shall liaise actively with the Engineering Team and all concerned

    technical specialists involved in the procurement and qualification of vendors and

    particularly, regarding the main critical items, in order to implement the most adequate

    qualification programs.
    • The job holder will also liaise with the Contract Team and under their guidance with the

    Company HQ Procurement departments for all contractual and procurement matters.
    • The job holder participates, by the performance of his duties, to the achievement of

    GMP's objectives in terms of Quality, Costs and Schedule.
    • The job holder shall observe and shall impose strict confidentiality during the tendering

    phase.
    • The job holder reports to the GMP Project Director.
    • The job holder is also accountable for demonstrating an exemplary behaviour with

    regard to HSE rules & requirements and for implementing HSE rules within his area of

    responsibility.

    ACTIVITIES

    In particular, among his/her activities, the job holder is required:

    • To be informed of Company Rules and Specifications (CR's/GS's), procedures, etc.

    related to Contract and Procurement, Rating of contractors and suppliers, and their

    application to the Project.
    • To discuss, evaluate and identify with EPC contractors their vendors that will undergo

    the Company qualification process.
    • To prepare and manage the qualification process leading to the selection of EPC

    contractors' suppliers and their inclusion in Company's approved vendor list (selection

    of potential suppliers, development of questionnaire, ranking of potential suppliers,

    compliance to Angolan content and proposal of selection).
    • To review, challenge and validate the contractors' vendors' contractual dossier during

    the tendering phase while coordinating the Company specialists involved in the vendor

    qualification and evaluation.
    • To manage during the clarification phase, all aspects related to the procurement and

    vendors evaluation (clarification meetings / answer to clarification requests / issue of

    clarification requests / answer to technical
    • queries / exemption requests...), and participate as appropriate to the negotiations with

    bidders
    • To liaise with EPC contractors regularly to evaluate impact of procurement critical

    equipment on project schedule and inform/alert GMP management as required.
    • To manage and to coordinate requests for technical changes in liaison with the

    Engineering.
    • To follow up procurement activities for LLIs and main critical items including expediting

    and inspection, in accordance with Project Contractual documentation.
    • To timely report to the GMP Project Director, highlighting progress and encountered

    areas of concern.
    • To ensure confidentiality of all the technical, contractual and commercial

    documentation produced (whatever its support) as applicable

    CONTEXT AND ENVIRONMENT

    • The South Gas Company (SGC) is a governmental sector company (public sector)

    operating in the south of Iraq.
    • During the FEED studies Total provides a technical assistance to SGC Project

    Management Team for the review of FEED Contractor engineering deliverables.
    • SGC is developing a Gas Hub which objective is to valorize currently flared associated

    gas from several onshore oil fields by gathering and transporting this gas to a new gas

    processing plant (GPP).
    • The Gas Processing Plant facilities will be installed at the Ar Ratawi site approximately

    65 km west of Basrah city
    • The project also includes an extended pipeline interconnecting network together with an

    export storage and offloading jetty terminal.
    • The project will be developed in two phases, respectively designed to process 300

    MMSCFD of raw gas each.
    • Multicultural environment: FEED Contractor is based in Abu Dhabi UAE. Iraqi rules and

    regulations, administrative requirements and technical authorizations as well as

    International codes for onshore plant will apply.
    • The context is complex with numerous stakeholders, environmental and societal / local

    content stakes. In the current context of low oil price, the project needs to be developed

    on a fast track mode with low CAPEX & OPEX to support the development economics

    and enable FID while maintaining the technical quality of the installations, with high

    H3SE requirements and focus.

    Qualifications And Experience Required

    • Mandatory experience in a similar position: Minimum 5 years
    • Degree: Engineer or equivalent, C&P certification is a plus
    • Professional & Contract experience: 10 to 15 years minimum.
    • Ability to work in a multi-cultural business environment.
    • Good interpersonal and communication skills.
    • Language: English as mother tongue or Fluent in English (speaking and writing), French

    and/or Arabic language is a plus.
    • Senior experience acquired in Oil & Gas projects and in particular related to

    procurement activities for onshore projects (in Iraq is a plus)
