Position Profile:
The role of the Regional Manager is to be responsible for the operations of the specialist consultancy services team.

The consultancy services include Process Safety/Risk Management and HSE Management Systems, Asset Integrity Management, and Asset Performance Optimisation (maintenance & reliability), known as ABS Group, Risk & Reliability consultancy services team.

Risk & Reliability is part of the ABSG TIV business. The role includes the day-to-day technical supervision and management requirements for winning new work, delivering projects and managing resources.

The position is responsible for meeting budget revenue, margin and sales targets on an annual basis.

The position reports to the TIV Senior Vice President.


Experience and Qualifications:

  • Minimum of 20 years' experience providing specialist consultancy services in the technical areas listed below. A minimum of 5 years should be in a manager or equivalent role with responsibility for projects delivery, business acquisition, and resources.
  • Engineering degree, and/or relevant master's degree, and chartered engineer status (or working towards).
  • Ideally, experience should include a mix of industry sectors including oil & gas (onshore and offshore), petrochemical, utilities (power and water), transportation, with the emphasis on oil & gas/petrochemical.
  • Experience with Middle East clients (UAE, KSA, Qatar in particular) is essential.
  • Experience should include providing services to different project phases as well as for operational facilities.
  • Experience should include, as a minimum, previous commercial responsibility for projects delivery and proposal pricing.
  • Significant experience in business development including business development plans, client presentations, webinars a trackrecord of winning and retaining business.
  • The primary area of technical experience and competence can be in any of the three main services areas noted above, but experience in more that one area will be a distinct advantage.
  • Some experience with other technical services areas (e.g. IVB, Security, Environmental) would be a benefit.
  • Excellent verbal and written communications in English, and ideally, capability in Arabic.

Technical Skills:

Process Safety/Risk Assessment/HSE Management Systems:

  • Facilitator of HAZOP, PHA, HAZID and SIL Studies
  • QRA Studies including event tree and fault tree analysis
  • Fire, explosion, gas dispersion modeling using PHAST/SAFETI (and Shepherd and Fred, ideally) and knowledge of CFD modelling
  • Preparation of FRA/FERA, ESSA, EERA, F&G Mapping and similar studies.
  • HSE Management Systems development, audit/review/enhancement
  • HSE culture assessment
  • HEMP, development of Hazard and Effects Registers, Bow Ties
  • Root cause analysis
  • HSECES/SCE integrity management including performance standards.
  • Preparation of Safety Case, HSEIA Report, COMAH Report, and other equivalents.

Asset Integrity Management:

  • RBI study
  • Corrosion management
  • RLA & FFS
  • Integrity Operating Window, Integrity Passports
  • Integrity condition survey
  • Integrity/Inspection Policy, Strategy and procedures development/improvement

Asset Performance Optimisation:

  • Asset Criticality Ranking
  • Asset Register build
  • Maintenance Policy, Strategy & Procedures development/improvement
  • Spare analysis
  • Reliability study (e.g. RAM)

Other Necessary Skills:
The following "soft" skills are essential supplements to the technical skills.

  • Preparation of concise, high quality technical reports documenting analysis, assumptions, results and conclusions.

Responsibilities include:

  • Develop and maintain business development/sales plans and marketing and sales resources
  • Reporting monthly, quarterly and annual financial performance against budget targets
  • Management of resources with respect to workload, priorities and required skills/experience
  • Lead bid/no bid decisionmaking for incoming enquiries from clients
  • Project Director and/or Project Manager for key projects
  • Followup with clients to ensure timely payment of invoices where necessary
  • Ensure invoices are issued in a timely manner in accordance with contract invoice milestones
  • Ensure quality assurance procedures are complied with and all deliverables meet client/project requirements
  • Ensure any variations to contract scope are identified and additional budget agreed with clients
  • Support new and updating of existing client registrations and prequalifications
  • Actively provide and/or seek collaboration with other ABSG teams internationally
