Job description
Role PurposeThe QHSE Manager is responsible for developing, implementing, and continuously improving the Quality, Health, Safety, and Environmental management systems across staff accommodation communities.
The role ensures full regulatory compliance, drives a strong safety culture, enhances service quality, and protects asset value and resident wellbeing.
Key ResponsibilitiesQHSE Strategy & Governance
Develop and implement the integrated QHSE strategy aligned with Sdeira Group standards and UAE regulatory requirements.
Establish and maintain QHSE policies, procedures, and performance frameworks across all the sites.
Lead the QHSE governance model, reporting to senior leadership on risk exposure and compliance status.
Compliance & Assurance
Ensure compliance with UAE laws, AD authorities, OSHAD/OSHMS, environmental regulations, and international standards (ISO 9001, ISO 14001, ISO
Plan and lead internal and external audits, inspections, and management reviews.
Maintain QHSE documentation, risk registers, and corrective action tracking.
Health, Safety & Risk Management
Drive proactive risk identification, incident prevention, and hazard control across accommodation facilities.
Lead incident investigations, root cause analysis, and implementation of corrective/preventive actions.
Monitor contractor safety performance and enforce HSE requirements.
Quality & Continuous Improvement
Implement quality assurance and continuous improvement initiatives across property and community operations.
Track service performance KPIs, customer complaints, and non-conformities.
Promote a culture of operational excellence and process optimization.
Environmental & Sustainability
Oversee environmental management programs including waste, energy, water, and sustainability initiatives.
Support ESG and sustainability reporting requirements where applicable.
Drive awareness on environmental responsibility across communities.
Training & Culture
Develop and deliver QHSE training and awareness programs for staff and contractors.
Promote a strong safety-first culture across the communities.
Coach site teams on compliance, inspections, and best practices.
Reporting & Stakeholder Management
Prepare executive dashboards and periodic QHSE performance reports.
Liaise with regulators, auditors, clients, and internal stakeholders.
Support business continuity and emergency response planning.
Qualifications
Bachelor's degree in Engineering, Environmental Science, Occupational Health & Safety, or related field.
NEBOSH IGC (mandatory).
Lead Auditor certification (ISO 9001/14001/45001) preferred.
Additional certifications in OSHAD/ISO/EFQM are an advantage.
Experience
Minimum 8–12 years of QHSE experience.
At least 4–5 years in a managerial role within property management, FM, or large residential/staff accommodation environments.
Strong UAE regulatory exposure (OSHAD, Civil Defense, Municipality).
Experience managing multi-site operations is highly preferred.
