Hisham Kayali

I began my 21 year long tenure at Dubai Municipality (Government of Dubai/ UAE) as a performance management specialist. I headed multiple projects like update Dubai Municipality strategic plan, implement Balanced Scorecard, establish and develop strategic and operational KPIs and my efforts were recognized by DM leadership. I am currently looking to further improve my knowledge and experience while sharing two decades worth of my government experience by applying to this organization. One of the projects, that I am proud of participating in, was the development and designing of the performance management system in Dubai Municipality. This entails: setting strategic and operational performance measures, setting appropriate targets, defining measurement scope, segmentation, frequency, methods of measurement and appropriate data sources… etc. and generating reports on performance raised to DM’s Director General and leadership team.

Participation in preparing and updating the strategic plans of Dubai Municipality, starting with updating the vision, mission and values, SWOT analysis, defining strategic Pillars and objectives, preparing strategic and operational indicators. -Leading the team to update the strategic and operational indicators for 34 departments in the municipality. Preparing the performance management system guide and obtaining intellectual property for the guide for setting indicators and targets. - Leading the audit team on performance indicators at the institutional level. - Conducting benchmarking studies to develop the performance management system. - Providing several training courses such as how to set indicators and targets, use analysis and improvement tools, strategic planning and performance management.

Contribute to the development and implementation of excellence programs such as the Dubai Government Excellence Program. Institutional evaluation according to the criteria of the Dubai program. - Contribute with the teamwork to obtaining intellectual property for the Positive Digital Citizenship Award criteria guide for the benefit of the Sheikh Mohammed bin Khalid Al Nahyan Cultural Center. Contribute to the introduction and operation of an electronic system for managing strategy and performance indicators as system manager.
