Role Purpose:


To lead and manage the International Affairs & Agreements section and to establish links with the relevant authorities of other Emirates in the United Arab Emirates and other States as preliminary process for conducting negotiations for Air Services Agreements.

Lead the development of a platform for the successful implementation of international air service agreements and/or aero political rights within the Emirate of Dubai; liaise with international and national aviation authorities and organizations, enhance and/or protect the aero-political rights of the Emirate of Dubai.


Key Responsibilities/Duties:
A


Functional:

Aviation Industry Trends:

Set processes and requirements to analyse global aviation trends, development of bilateral and multi-lateral air service agreements, international air transport, and relevant service policies.


State Government Representation:

Represent as a member of the UAE negotiating team for air services and MOU and participates in the consultations for the signing of MOU and ASA for the Emirate of Dubai and its National Carriers.


Bilateral Partnerships:

Advise the Director of International Affairs and the Director General on engagement with bilateral partners to obtain traffic rights for national carriers of the Emirate of Dubai, in order to expand the global network of international air service of passenger and cargo.


Capacity:

Leads the Authority's position in regularization of airline operations in adherence to Air Service Agreements (ASA) and Memorandums of Understanding (MOU).


  • Aero-political Rights: Collates and analyses information on the utilization of the traffic rights by the national and foreign airlines. Ensure operational flexibility and secure additional capacities in aid of the desired aero-political commercial objectives of the national carriers.

Carriers Rights:
Monitor and control Air transport rights given to both national and foreign airlines. Ensure problems and difficulties faced by the companies are resolved by coordinating with relevant departments.

Relationship Management:

Participate in relevant conferences, debates and international meetings to establish and develop distinct relationships with international and regional federations/organisations pertinent to Air transport.


Agreements Management:

Manage confidential bilateral air service agreements and validation records and review these bilateral air service agreements to advise the Director regarding any needed amendments for the interest of the national carriers.


Other duties:
Performs other functions and or duties related to international affairs as may be assigned from time to time.

Managerial:

Strategy:
Set, communicate and oversee implementation of the Section/Department/Sector's strategy in line with the overall objectives, mission and vision of DCAA;

Budget:
Set, consolidate, review, monitor and allocate the Section/department's budget; and forward to the Director for further approval (in coordination with Finance Section);

People Management:

Provide direction and manage subordinate staff in performing their delegated tasks; Provide professional development opportunities and perform setting, measurement and periodic individual performance evaluation/appraisals for the staff reporting to the Head, International Affairs (in coordination with the HR) and recommend incremental and financial rewards, e.g.

bonuses and annual pay rises for staff;

Training & Development:
Ensure that all those directly reporting to the Head of International Affairs Section acquire the required skills and knowledge through appropriate training programs (in coordination with the HR);

Policies, Procedures & Processes:

Ensure that the performance of assigned tasks and the conduct of the staff within the section are carried out in accordance with the section's policies and procedures.


المؤهلات و المهارات

Academic Qualifications:

  • Bachelor's Degree in Aviation Management or Air and Space Law or any equivalent degree
  • Master's Degree preferred

Certifications:

  • Negotiation and communication Skill.
  • ATA & ICAO regulations.
  • Airline/Airport Operation.

Professional Experience:

  • At least eight (8) years' working experience in aviation management
  • At least four (4) years in managerial role
