A.

Participants' satisfaction with the format of the training sessions, as well as with the quality of the materials used (via participants' questionnaires).

B. Materials produced including presentations, cases studies, exercises and other written documents.
C.

Activity reports submitted on a quarterly basis including the following:

i. Background of the activities conducted;
ii. Analysis of the outcomes/impact of the training courses delivered;
iii. Policy and/or operational level recommendations for planned technical assistance and capacity-building under the project.

Work Location
Home-based, with official travels within the GCC region

Expected duration
From 31/08/2023 to 30/11/ working days)


Responsibilities:

Under the supervision of the OGCCR Programme Management Officer, and overall guidance of the Representative for the GCC Region, the consultant will work in coordination with UNODC OGCCR project staff and other personnel, to deliver the following tasks:
i.
Preparation of tailored training materials in Arabic and English as appropriate (e.g., presentations, exercises, cases studies, etc.).
ii.
Delivery of specialized training courses and workshops on TiP-related topics for distinct target audiences.
iii.
Provision of expert advice and inputs to the HRC/NCCHT for the review and update of NRM/e-NRM documents.
iv.
Development of training modules on the e-NRM to further enhance national capacities for the effective use of the mechanism.

Note:

The conduct of these tasks will also require coordination with the HRC and other relevant international organizations including UN sister agencies.

Qualifications/special skills

An advanced university degree (Master's degree or equivalent) in law, security studies, preferably with a specialization in criminology, public administration, political science, or international relations is required.

A first-level university degree in similar fields in combination with two (2) additional years of qualifying experience may be accepted in lieu of the advanced university degree.

At least ten (10) years of professional experience as a criminal justice practitioner, preferably as an investigator, intelligence officer or prosecutor
Practical professional experience in the provision of capacity-building (particularly training courses) in the areas of organized crime (preferably with a focus on TiP), terrorism or a related area
An international experience in the Middle East and North Africa and GCC region is desirable
Previous working experience with the United Nations (UN) is desirable.

Languages
English and French are the working languages of the United Nations Secretariat. For this position, oral and written working proficiency in English is required. Working proficiency in Arabic is desirable. Knowledge of another United Nations official language is an advantage
