    Description

    Facilitate andenhance overall performance of Gas in Building (GIB) Projects Teamsthrough interface coordination and management of resources so thatthe projects are executed professionally diligently effectively andto the required quality and HSE standards in a manner ensuringsatisfaction with allstakeholders.

    ManageDirect Plan all activities of gas networks gas in building (GIB)projects teams during the projects cycles till completion andhanding over for Operations.Ensure that theproject management teams have the necessary resources support andguidance to deliver projects which meet Company and Shareholdersexpectations

    Ensure thateffective mechanisms and resources are in place for the monitoringof projects progress and provide management directives and guidancetowards achieving setobjectives.

    Serve as theprincipal point of contact for the Senior Project Engineers andProject Engineer on key issues related to Projects and isresponsible for ensuring that project HSE quality budget andschedule objectives aremet.

    Liaisonwith New Developers Private Gas Consultants and Private GasContractors and provide the necessary technical support toconstruct build review of commissioning submissions plan the siteinspection and issue the Final Commissioning NOCs for their NaturalGas Distribution Networks LPG/SNG/NG/CNG/LCNG Farms/Plants andLPG/SNG/NG Installation Pipeworks within residential commercial andIndustrial customerpremises.

    JobSpecificAccountabilities


    Directs managesleads and controls all activities of assigned gas in buildingprojects from
    award stage to completion ensuring thatlatest approved technologies are applied and
    compliancewith applicable international standards.Ensures close coordination between
    allrelevant parties throughout the execution of theLPG/SNG/NGGIBProjects up to the stageof Final Acceptance in an economicalfeasible timely and qualitymanners.

    Participate inthe development of the pre qualification process for private sectorgas installers for all Utilization Projects activities ensuringthat latest approved technologies are applied and in compliancewith applicable international standards whenrequired.

    Participate inthe verification of project subcontractors list and vendors projectmanagement consultants contractor s personnel and raise the call orordersrequests.

    Establishes aneffective organization for the project including manpowerutilization and mobilization. Directs manages Leads motivatesreviews and monitors the performance of project teams staffed withspecialists within the department and across Projects Group PMC AndContractors to ensure the effective implementation of the agreedplan budget anddeadlines.

    Providesprofessional expertise in the selection of potential contractorsand suppliers with particular emphasis on their prequalificationbid evaluation and site management in relation to site arrangementsoverall logistics. Leads the negotiations of claims back chargesand variations with contractors and vendors. Identify costreduction scheduling and quality improvement and make appropriaterecommendation to senior management forapproval

    Directs thedevelopment of detailed statement of requirements (SOR) scope ofwork and strategy for implementation of various project phases andexecution philosophy in order to meet project objectives.Coordinates with other Divisions to ensure the preparation ofannual overall work program and Projects budget. Manages theprogress of work performed by subordinates assigned to the projectand that of licensors engineering and contracting contractors.Identify any bottleneck direct guide and recommend correctiveaction to ensure smooth and timely completion of eachproject.

    Manages thequality and progress of work performed by licensors GIBContractors. Ensures Company policies for technical safety qualityand environment are correctly addressed.

    Identify thebottlenecks and recommend corrective action to ensure smooth andtimely completion of project at optimum cost. Reviews analyzes andapproves or rejects Change Order Requests claims and preparerecommendation to senior management for settling ofvariations/claims

    Directs thedevelopment of schedule cost estimate and budget for the project.Reviews and recommends the same for Tender Committee and Managementendorsement/approval.

    Controls andmonitor the implementation of the total budget schedule and qualityat various stages of the project execution to ensure adherence tothe overall approvedplan.

    Ensures that thecontractor submits the required documentation in the specifiedformat including the project closeout Projects are executed in asafe manner and that contractors adhere to approved Companyprocedures. Endorses Contractor andVendors invoices and final acceptancecertification.

    Ensures that thefacilities delivered to endusers are safe reliable operable& maintainable in view of different natures diversity ofeach system equipment & facilities and the complexity oftechnologyinvolved.

    Organizes andmanages projects audits as required to ensure compliance withrequirements. Approves findings and recommends actions as result ofProjects reviews like HAZOP HSEIA and Risk Assessments .etc.Submits to senior management project related reports andpresentations asrequired.

    Remains fullyconversant with international developments and best practice in Gasin Buildingtechnology.

    Review ofcommissioning submissions for Privet Gas in Building projects planthe site inspection and issue the Final CommissioningNOCs.

    Investigateevaluate and recommends on new technologies anddevelopments.

    Prepare andreport all GIB projects and installation lesson learnt andcommunicate it to relevant departments and disciplines andrecommend changes as applicable andrequired.

    Provide supportwhen required to other related engineering and O&Mactivities.

    Analyses problemareas and recommend practical cost effectivesolutions.

    Participates inaccidents / Incidents investigation whenrequired.

    Performs otherrelated duties as assigned byManager.



    Requirements

    MinimumQualification :BachelorDegree inEngineering.


    MinimumExperience / Knowledge &Skills
    • 10years of experience in the gas in building engineeringinstallations and commissioning for residential commercial andindustrial customers; including 3 years in Projects management in alead/supervisory role with Good oral and written communicationskills.
    • PCuser with experience in MS Officeapplications.
    • Goodin English/Arabic languages written andspoken.
    • ValidUAE DrivingLicense

    ProfessionalCertifications:Professionalcertification in gas utilization and/or project management fromaccredited certification body is anadvantage.

    PhysicalEffort:Up to50% in driving walking and standing whilst visiting Sites andContractors

    Minimum Qualification : Bachelor Degree in Engineering. MinimumExperience / Knowledge & Skills 10 years of experience in thegas in building engineering, installations and commissioning forresidential, commercial and industrial customers; including 3 yearsin Projects management in a lead/supervisory role with Good oraland written communication skills. PC user, with experience in MSOffice applications. Good in English/Arabic languages written andspoken. Valid UAE Driving License Professional Certifications:Professional certification in gas utilization and/or projectmanagement from accredited certification body is an advantage.Technical Competency: Gas in building installation andcommissioning Project Management Planning and scheduling PhysicalEffort: Up to 50% in driving, walking and standing whilst visitingSites and Contractors
