JOB PURPOSE:

Manage, monitor and control project engineering studies at all stages of the project life cycle for Hydrogen Projects/Studies (Identify& Assess, Select, Define & Execute) and lead the development of up-to-date project execution guidelines for ADNOC companiesu2019 to support the maximization of value and profitability of ADNOCu2019s resources.

Oversee, monitor and control the Hydrogen projects execution schedules and practices and review over all reports in order to ensure the implementation of ADNOC guidelines, best practice, and lessons learned across the gas companies & Hydrogen supply chain while supporting them in timely completion, achievement of projects objectives and adherence to approved budgets.

Advice on all procedural issues pertaining to Group Companiesu2019 Hydrogen Business strategies and practices on projects while advice endorsing technical decision support packages at all project gate stages taking into account the maximizing the value of the gas resources and the profitability generated of the project.

Review, recommend and endorse all Tender Acquisitions & Agreement Amendments (Scope/Cost/Schedule) Review, negotiate and challenge project budget estimation & phasing in the 5 years business plan.

Advice on the best practice applied for the low carbon hydrogen production assets, to ensure best in class performance through applicable key performance indicators and 100% HSE concept.

KEY ACCOUNTABILITIES:

Hydrogen Gas Studies & Projects

• Plan, develop and execute technical studies pertaining to ADNOCu2019s Hydrogen Business initiatives towards development and delivery of cleaner energy alternatives and solutions (low carbon Hydrogen).
• Lead feasibility studies for potential future Hydrogen value chain projects. Highlight to management the problematic areas and concerns at early stage in the projects and provide technical solutions to mitigate them.
• Explore innovative ideas to develop the strategic growth and value-enhancing options set for the Hydrogen business.
• Explore all mutual areas of interest and develop good working relationship with potential business partners, which may lead to new joint venture development. Negotiate with internal/external parties to develop/ enhance hydrogen gas value.
• Plan and execute Hydrogen gas project Decision Support Package engineering studies at all stages of the project life cycle in line with ADNOC Group VAP with focus on engineering feasibility, economic evaluation, cleaner energy (hydrogen), carbon capture and storage
• Study initiatives required to build competitive Hydrogen Value chain including transportation options such as blending H2 to Natural Gas grids, export liquid H2, produce low carbon ammonia as Hydrogen carrier, SAF, e-fuels, using other carriers as LOHC etc.
• Support business development to reach the best application concept for hydrogen production (i.e. scenario to utilize different low carbon hydrogen supply (Green & blue) in different applications)
• Support selecting the technology for Low carbon hydrogen carriers (i.e ammonia, LOHC, Methanol, e-methane, others).
• Support life cycle assessment evaluation for the low carbon hydrogen value chain, based on the selected low carbon certification boundaries applied (Well to gate, well to wheel, others). Liaise with ADNOC R&D/ Shareholders/ Khalifa University/ External Parties in developing leading edge Hydrogen gas business innovations, providing strategic insight and prioritisation, driving Hydrogen gas technologies road maps to reach operational and commercial proof of concept.
• Apply governance and asset management of ADNOC clean hydrogen JVs

Project Governance

• Lead, Monitor and guide Group Companiesu2019 project teams, for the development of Hydrogen Gas project plans for various Gas projects ensuring that the project cycle is complete and meets the agreed project parameters (in terms of budget, timelines and scope/quality), standards and objectives.
• Oversee and monitor the progress of projects under execution Review, the identified and escalated problem areas, risks, and other concerns in Hydrogen projects while recommending course of corrective and mitigation measures for Management.
• Review and negotiate with Group Companies the project procedures and approach to facilitate smooth running of various phases of project work and achieve the project goals.
• Direct and guide all Group Companiesu2019 project teams in order to document and establish low carbon Hydrogen project deliverables, cost budgets and milestone dates.
• Review and endorse all Hydrogen Gas Projectsu2019 technical reports and assessments to ensure that proper procedures and processes were implemented. Provide corrective actions to the Group Companiesu2019 management monitor corrective actions to meet approved procedures and guidelines.
• Review and prepare all additional projects execution and/or clarifications in the interest of successful project execution for approval from Senior Management.
• Participate and contribute in pre-Technical Sub Committee (TSC) and TSC meetings with Group Companies for existing / future projects and project review audits and inputs into the review outcome and implementation of measures recommended.
• Review, recommend and endorse all Tender Acquisitions & Agreement Amendments (Scope/Cost/Schedule).
• Lead the review and provide recommendations on project commissioning, handover timing and customer acceptance in line with agreed project parameters and standards.
• Oversee and review individual/overall projects KPI & performance. Analyse the performance and recommend action plans.
• Lead the continuous reviewing for budget saving (during project and operation phases) and reporting it to management. Review claim reports and lead the negotiation for claims and variation orders made for the project when required and control the approval process of all project variances in line with the procedures to ensure changes are incorporated in the project plan and schedules.
• Ensure full Synergy, alignment and consistency along the hydrocarbon chain and timely delivery of related objectives, through supporting the interfaces with other stakeholders.

Projects Risk Management

• Lead the assessment and review of potential risks in project execution of all Hydrogen value chain projects in order to provide senior management with an informed view of the risks involved.
• Ensure periodic liaison with Group Companiesu2019 to analyze and propose risk mitigation measures

Generic Accountabilities

Management

• Plan and supervise the activities of the personnel and resources of the Department to achieve the Division objectives in an efficient and cost-conscious manner while ensuring implementation of approved operational plans for the Department in line with Division objectives.
• Develop the knowledge, competencies and innovative spirit in the Department and support the establishment of Personal Development Plans (PDPu2019s), Succession Planning and Talent pipeline within the Department in coordination with the Human Capability Group to continuously develop employees with emphasis on UAE Nationals to meet Emiratization targets.

Budgets and Operational Plans

• Compile and provide input for preparation of the Division budgets and regularly monitor expenditure against approved Department budget.
• Investigate, highlight and reconcile any significant variances to ensure effective performance and cost control.

Policies, Systems, Processes & Procedures

• Lead the implementation of approved Department policies, processes, systems, standards, procedures and internal controls in order to support execution of the Division work programs in line with Company and International standards.

Performance Management

• Implement the Company Performance Management System for individuals within the Department in accordance with Company approved guidelines and continuously monitor the achievement of the Department KPIs related to the approved Annual Performance Management Contract and the Balanced Score Card.

Organisation Structure and Development

• Review, develop and recommend the appropriate organisation structure for the Department that will best utilise human capital while proactively incorporating sustainability into the on-going work practices to meet the business objectives.

Innovation and Continuous Improvement

• Encourage innovation, enhance employee motivation and support initiatives for implementation of Change Management to continuously improve operations and services.
• Propose improvements in internal processes against best practices in pursuit of greater efficiency in line with ISO standards in order to define intelligent solutions for issues confronting the Department.

Health, Safety, Environment (HSE) and Sustainability

• Support the institution of an HSE culture and ensure compliance with relevant HSE policies, procedures, systems & controls and applicable legislation and sustainability guidelines across the Department in line with international standards, best practices and ADNOC Code of Practices.
• Ensure adequate HSE training and induction for all Department employees to meet HSE standards.

Management Information Systems (MIS) and Reports

• Prepare all Department MIS and progress reports to provide accurate and timely reports and necessary information to Company Management to effectively manage the business.

COMMUNICATIONS & WORKING RELATIONSHIPS:

Internal

• Regular work-related contacts with immediate supervisor and team members on matters related to divisionu2019s policies, processes, systems and commercial-related issues.
• Regular work-related contact with peers and team members of other departments and units.
• Frequent contact with projects support teams and project management teams to discuss issues and follow up execution of various stages of the project.
• Contacts with ADNOC R&D

External

• Occasional contact with Government organisations and entities as delegated.
• Contacts with Khalifa University/ local & international Technical Research organizations on latest technological advancements.
• Regular contact with PMCs, third party service providers, industry experts, consultants/suppliers, etc. on matters related to acquisition of services.
• Occasional contact with Management of International Oil Companies, for exchange of information/benchmarking/study visits and training program.

QUALIFICATIONS, EXPERIENCE, KNOWLEDGE & SKILLS:

Minimum Qualification

• Bachelor Degree in Science or Chemical / Petroleum Engineering or equivalent.

Minimum Experience & Knowledge & Skills

• 15 years of relevant professional experience in Oil & Gas preferably in a large Downstream organization in a major project management role.

Professional Certifications

• Preferably PMP or specialised training in Project Management trained to use Project Management software e.g. MS Project or Primavera
