    Description
    Monitor progress by third-partyvendors and define and measure their progress with pre-definedmetrics and milestones.

    Manage workingrelationships with key stakeholders at all levels, includingexecutive management, business management, vendors, projectsponsors, suppliers, and technologymanagement.

    Set goals for initiatives that areconsistent with technical objectives and the agency s overalltechnology strategy.

    Adhere to VDOT and VITAproject management practices and governancerequirements.


    Exhibit significant emotionalquotient (EQ) in handling project challenges and maintain apositive project culture in line with VDOT s mission and sharedvalues.

    KNOWLEDGE, SKILLS,AND ABILITIES:
    Strong experience indeveloping, executing, and managing a portfolio ofprojects.


    Strong experience leading thebusiness and IT resources through the discovery and documentationof business and technical requirements in request for proposal andstatement of requirement formats.

    Stronganalytical, organizational, and decision-makingskills.

    Exceptional interpersonal skills forcollaborating and team building.

    Ability toplan in a rapidly changing environment and to provide guidance forchanges as required for the life of theproject.

    Exceptional verbal and writtencommunication skills with the demonstrated ability to simplify andbriefly, succinctly communicate complex issues to multipleaudiences.

    Ability to lead others to implementnew approaches, systems, structures, andmethods.

    Ability to define and balance thecompeting demands for quality, scope, schedule, andcost.

    Communicate timelines and expectationsto technical and business staff.

    Solidunderstanding of software development life cyclemodels.

    Exceptional knowledge of both Agileand Waterfall project management principles and practices. Inaddition, the ability to blend them together in the rightproportions to fit a particular project and businessenvironment.

    Knowledge of process engineeringand re-engineering techniques andpractices.


    Qualifications
    Thecandidate should have 15 years of overall IT experience. Experiencewith technology infrastructure is preferred. ApplicationDevelopment experience is a plus.

    Thecandidate must have a minimum of 10 years of experience managinglarge projects in a Portfolio and a bachelor'sdegree.

    The candidate should be proficient inProject Management tools such as Microsoft Project, Visio, andOffice required.

    The candidate should possessfinancial literacy including budgeting, accounting, investing andmanaging credit.


    The candidate should have aminimum of 5 years experience in procurement management includingoriginal development of Statements of Work (SOWs), Requests forQuotation (RFQs) and contracts.

    PMPCertification through PMI or Qualified under Commonwealth ofVirginia

    Qualification Standards for ITProjectManagers.
